    DIRECTOR OF NURSING/CHIEF NURSE EXECUTIVE

    St. Louis Forensic Treatment Center is looking for a focused, driven, compassionate leader to provide clinical collaboration for both campuses. This position generally works Monday - Friday, 8 a.m.- 4:30 p.m. The CNE, however, retains responsibility for the delivery of all necessary nursing services to insure the adequacy of patient care and safety regardless of date or time of day. The CNE is essentially on-call 24 hours a day 7 days a week for emergency nursing issues that might arise. In addition to nursing service responsibilities, the CNE also serves as on-call facility administrator on a rotating basis with other facility senior leadership and as designee for other executive members.

    Job duties include but are not limited to:

    The development, distribution, implementation, and monitoring of nursing care standards, relevant policies and procedures, and related protocols and guidelines to ensure the highest quality nursing care, and the integration of nursing staff into the interdisciplinary delivery or psychosocial rehabilitation services. The direct and indirect supervision of professional and paraprofessional nursing Caregivers, clerical support workers, and others as directed. The interviewing, hiring, deployment and/or assignment of nursing personnel to the various shifts, programs, and units based on client need and available resources. The development and implementation of employee recruitment and retention strategies. The management of fiscal resources allocated for the operation of the nursing services department to include the facility's largest personal services expense portion as well as monies allocated for expenses and equipment purchases. Management includes the authorization and monitoring of overtime expenses, and the use of contracted labor is necessary. The effective communication and interface with multiple administrative and clinical departments within the facility to plan, coordinate and effect the delivery of client services. Responding and resolving complaints or questions from clients, client families, employees, public citizens, advocates, legislators, etc. The delivery of direct professional nursing care as may be required in an emergency situation or to demonstrate/educate appropriate procedures or techniques. The development and implementation of a quality assurance/quality improvement program that collects and analyzes practice and outcome data in order to correct deficiencies and/or to improve service or patient outcomes. The implementation of routine monitoring and the initiation corrective action on high risk issues such as restraint/seclusion use, medication errors, patient falls, staff/visitor/patient injuries, infection control, etc. The participation or leadership in facility efforts in effective risk management and in disaster preparedness/response/mitigation. Serving as facility administrator-on-call during afterhours, weekends and/or holidays on a rotating basis with other facility senior. Liaising with area schools/colleges of nursing, community nursing leaders, community mental health providers, community health agencies, etc. on related to nursing care, nursing recruitment/retention, patient care/transfers, hospital operations, etc. Maintaining compliance with State, federal and voluntary accrediting organization standards; to include EMTALA, HIPAA, Centers for Medicare and Medicaid, Joint Commission on the Accreditation of Healthcare Organizations. The development and implementation of effective staff orientation, training, and continuing education programs as dictated by patient need and regulatory requirements. Participating in facility, regional hospital system, and statewide DBH meetings/groups for the effective operation of the facility and service delivery to clients. Groups/Committees include: Governing Body, Medical Staff, Quality Council, Pharmacy and Therapeutics, Hospital/patient Safety, DBH Nursing Leadership Group, Hospital Senior Leadership, Facility Leadership. The provision of nursing clinical and administrative consultation to alternative service sites affiliated with the facility; to Other CNES as requested. Other duties as assigned.

    Eligibility Requirements:

    Master’s degree in psychiatric or mental health nursing or its equivalent from a school of nursing accredited by the National League for Nursing

    Licensure as a Registered Nurse, 3-5 (or more) years of experience as a Registered Nurse, and 2-4 years of experience as a nurse manager.
