Patrols city parks, facilities and surrounding areas to ensure the safety of park patrons and wildlife habitats. Educates and informs park visitors of park rules and provides a positive experience for park patrons. Reports to the City Marshal.
ESSENTIAL FUNCTIONS AND DECISION MAKING ESSENTIAL FUNCTIONS Monitors all city parks, facilities and surrounding areas by foot, kayak, ATV and vehicle, ensures the safety and security of park patrons. Educates patrons regarding park rules, city ordinances and state laws. Issues verbal and written warnings, parking citations, class C city ordinance citations. Works directly with the public to encourage voluntary compliance of park rules. Regulates parking in all city parks by several methods including, but not limited to, traffic control, signage, road barrier controls, citations and physical controls. Handles emergency situations that may arise in the park setting and handles it appropriately. Provides initial emergency medical treatment to injured and/or sick park patrons.Attends meetings and training sessions as required.Miscellaneous:
- Maintains EMS protocol credentialing at the current certification level.
- Understanding of the Incident Command System (ICS).
- Handles emergency medical situations that they observe or are made aware of.
- Performs other duties as may be required by the nature of the position.
DECISION MAKING - Ability to analyze rapidly evolving situations and adopt effective and reasonable course of action.
- Ability to communicate policy and ordinances.
- Ability to understand and follow written and verbal instructions, department policies, rules and regulations.
- Knowledge of use and care of equipment and vehicles used by Park Rangers and City Marshal’s Office.
MINIMUM QUALIFICATIONS (Salary is dependent upon qualifications)MINIMUM REQUIREMENTS - High school diploma or GED.
- TDSHS EMT-Basic or higher certification/licensure required. Must be current on continuing education hours and qualifications required by TDSHS.
- One year of public safety experience.
- Valid Texas Driver's License with an acceptable driving record.
- Current American Heart Association CPR/AED certification
- Ability to swim is required.
- ATV safety certificate is preferred and is required within one year of employment.
- Must be able to successfully complete the departments Field Training Program in six months.
PREFERRED QUALIFICATIONS - Some college.
- One year EMS experience.
- Rope Rescue Operations or Technician.
- Familiarization with emergency procedures.
- Swift Water or White Water Rescue Technician certification.
- Bilingual
CORE COMPETENCIES AND PHYSICAL DEMANDSJOB DIMENSIONS - Must speak, read, and write the English language.
- Ability to write medical and incident reports, correspondence, and memos.
- Extensive contact with the public; must be able to interact in a courteous and professional manner. Must apply and explain city ordinances and state laws; ability to work effectively with a variety of individuals including students, citizens, and civic groups.
- Must maintain a favorable relationship with the members of the police, fire, EMS departments as well as other city employees.
PHYSICAL DEMANDS AND WORKING CONDITIONS Physical requirements include lifting up to 75 pounds regularly. Subject to standing, walking, running, sitting, crouching and crawling lifting, pushing/pulling, reaching, kneeling, bending, twisting and climbing occasionally.
Vision to drive vehicle and observe scenes, (at close and distant range). Ability to smell to identify illegal substances and alcoholic beverages.
Fine Dexterity to utilize a sphygmomanometer to obtain a patient’s blood pressure and palpating a patient's pulse.
Working conditions involve the majority of the position’s time spent outdoors, patrolling city parks in a variety of weather conditions. May be exposed to conditions which threaten safety and health. Must be able to work four weekend days per month from May to September and one of the three major summer holiday weekends. Works special events year round including evenings, weekends, and holidays.
