Position DescriptionThe City of Tacoma, Public Works Department, is seeking
two self-motivated individuals with strong interpersonal and managerial skills to join our team as Real Property Supervisors. We are looking for results-oriented leaders who are interested in diverse and challenging real property and right-of-way projects to join our dynamic Real Property Services team.
Positions in this classification supervise a work group and serve as the technical expert for their section. The responsibilities of this role include providing professional, high-level services in property management, project management, right-of-way and utility corridor management, acquisition, disposition, title research and plan review, appraisal work and/or review, complex permit ting and oversight for both small - and large -scale capital projects, and complex leasing , licensing , a nd franchisi ng . Incumbents are responsible for the coordination, supervision and oversight of work teams, complex acquisition/development projects, developing strategies and budget preparation. These two individuals will be responsible for supervising and reviewing the work of the 7 -member Real Property Services - General Government team, which is comprised of represented staff.

Essential Duties:
Drafts and reviews real estate transaction documents (permits, leases, licenses, easements, deeds, right of entry and/or use agreements, purchase and sale agreements, inter-local agreement s , inter-departmental agreements, memorand a of understanding ).
Administers the payment collection and processing of funds.
Assists with the development of goals, objectives , policies and procedures.
Advises on the sale or purchase of real property assets; participates in contract negotiations or conducts negotiations.
Acts as a fiduciary on behalf of the city.
Researches and analyzes real property market activity; advises on valuation issues.
Researches and analyzes real property ownership/title /encroachment issues; advises on curing of title matters and encroachment resolution .
Perform and o versee surplus actions.
Perform and o versee street vacations.
Perform and o versee local, state and federally funded corridor and site acquisition/relocation projects and ensure compliance with all applicable rules, regulations , codes and statutes.
Re view documents drafted by staff and provide appropriate feedback.
Regularly communicat es (both written and verbal, in-person and virtually) with staff , internal and external customers, property owners, tenants, the general public , project stakeholders , and other public agencies at the loca l, state, federal and tribal levels as needed.
Supervise professional staff including managing work schedules, workload , deliverables and quality control; conducts performance evaluations; coordinates training and implements hiring and discipline/termination procedures.
Qualifications Minimum Education* Bachelor's degree in business administration, real estate/property, finance or directly related field
Minimum Experience* 5 years of professional real estate/real property, appraisal or title work experience and/or right-of-way acquisition experience, including 1 year prior at senior, lead and/or supervisory level

Other Employment Information
Direct Deposit: Employees are paid on a bi-weekly schedule by direct deposit.
Salary Increases: Based on satisfactory job performance, the City provides for a regular progression of salary increases for most classifications according to the salary schedule.
Union Affiliation: Many job classifications are covered by union security provisions which require union membership, dues, or payment of equivalent service fees.
