    Job Location: This position will be domiciled in the Kansas City area.

    General Summary:

    The Chief of Adult Community Operations will have a focus on contracted community providers of Adult

    Behavioral Health services to include, Substance Use Disorder treatment, Recovery Support Services and

    Psychiatric services in the Northwest Region of Missouri. The position will work with local

    organizations, providers, and stakeholders to further the mission, vision and values of the Department of Mental Health.

    This is a managerial position. At this level, employees are responsible for coordinating multiple resources, scheduling and prioritizing work, evaluating and presenting findings to leadership, and supervising employees. Employee supervision includes hire recommendations, training, planning and assigning work, performance assessment, coaching, and progressive discipline. Supervision at this level

    also requires employees to have the knowledge and skills to perform and review the work overseen.

    Responsibilities:

    • Assigns environmental reviews for Northwest Region for CPS, SUD and RSS providers and

      reviews reports.

      • Responsible for follow-up of individual case referrals from a variety of sources.

      • Manages regional adult community funds and utilizes for specific purposes, primarily one-time

      funding.

      • Monitors all adult provider allocations and residential funds. Reviews agency

      allocation transfer requests. Making recommendations to Fiscal officers in

      Central Office.

      • Reviews/evaluates program proposals with Regional Executive Officer and Central Office.

      • Plans and implements Least Restrictive Environment reviews to identify gaps in system and

      promote ICPR-Res options of PISLs, IRTS, and CAs. Assigns, reviews and summarizes

      reports. Attends follow-up meetings with agencies with plans of correction.

      • Handles new contract requests and contract cancellations with associated communication/letters.

      • Coordinate/facilitate communication between facilities and community organizations/staff when

      necessary and appropriate. Work with contracted providers on decentralization of both apartments

      and RCFs.

      • Reviews/evaluates Event Management Tracking for all contracted adult providers in the Metro

      East, making referrals to the investigations unit as required. Requests/reviews provider death

      reviews, making recommendations as appropriate.

      • Triages Office of Constituent Services complaints to appropriate provider or assigns to staff to

      assist the individual.

      • In collaboration with REO, develops strategic goals each year that are priorities in the

      community. Identifying and communicating gaps in services, community needs and priorities.

      • Responds to significant issues with providers, hospitals, DD or DOC when they have a critical

      need regarding a challenging individual


    Required skills:

    Knowledge and understanding of CSR’s (Code of State Regulations), Department Operating Regulations,

    Medicaid Standards, DBH Policy and Procedures, Psychiatric Services Catalog, and Certification

    Standards for the State. Ability to establish excellent working relationships both internal to DBH and with

    external providers. Must have ability to problem solve and work independently. Skill in engaging in

    productive dialogue and providing challenging information. Ability to develop short and long-range plans

    that meet established objectives.

    Eligibility:

    Bachelor’s degree and 5 or more years of relevant experience

    Salary up to $95,000 annually, commensurate with education and experience.
