    DESCRIPTION

    The Department of Parks, Recreation and Marine is a nationally recognized and award-winning organization with 1,100 full-time/part-time staff and a budget of $85 million. The Department oversees facilities and programs that reflect the needs and interests of a culturally diverse community, including approximately 170 parks with more than 3,200 acres devoted to open space and recreation, 27 community centers, 3 public pools, 6 miles of beaches, and 3 marinas. In 2019, the City of Long Beach implemented the Compassion Saves model of shelter operations which ensures that all healthy and treatable animals are saved. The mission of the Long Beach Animal Care Services Bureau is to ensure “Compassion Saves” by supporting the people and animals of our community through outreach, education, guidance, and support services. We protect shelter animals by creating an environment of care through enrichment and innovative programs, and by providing public safety and the humane treatment of animals to nearly 600,000 residents in five cities. With a staff of nearly 50 employees, and an annual operating budget of over $6 million, the Bureau will care for more than 6,000 live animals in 2025.

    The Department of Parks, Recreation and Marine, Animal Care Services Bureau, is seeking qualified candidates interested in applying for a provisional Animal Control Officer position. There are currently two (2) full-time vacancies. These positions will work 40 hours per week, scheduled for various hours and shifts. WEEKENDS AND HOLIDAYS ARE MANDATORY.

    This is a provisional opportunity. All provisional appointments are temporary and valid until a priority or eligible list becomes available for the classification. Provisional appointments are valid for 150 days unless extended and approved by Human Resources. If you want to be considered for this position permanently, you must go through the Civil Service examination process. If you are not selected to fill the position on a permanent basis, your provisional appointment will be terminated. For City Employees: if you hold permanent status in another classification, you will be reinstated back to the position you held before the provisional appointment.

    EXAMPLES OF DUTIES

    • Under general supervision, maintains public safety by enforcing animal ordinances and state laws.
    • Provides education on the humane and required treatment of animals.
    • Educates citizens on resources available to comply with local and state laws.
    • Investigates violations of local and state laws pertaining to animal control.
    • Issues citations for violations of the municipal code related to animal care and welfare.
    • Files criminal complaints with the City Prosecutor or District Attorney in cooperation with the investigation unit.
    • Impounds healthy, injured, sick, dangerous and deceased animals.
    • Provides care for and performs euthanasia of animals.
    • Performs regular animal health and welfare checks.
    • Provides routine and preventative treatment under the direction of a veterinarian adhering to the guidelines included, but not limited to Veterinarian Practice Code, Business & Professional Code and the departmental procedures.
    • Performs other related duties as assigned.

    REQUIREMENTS TO FILE

    MINIMUM QUALIFICATIONS:
    • Must meet at least one of the options below:
      • (Option A) - One (1) year of paid, full time equivalent experience in providing and/or performing direct care to animals in a licensed animal care facility, preferably in the public sector and/or non-profit.; OR,
      • (Option B) - Completion of twelve semester units or eighteen quarter units from an accredited college or university in Animal Science, Animal Management, Veterinary Technician or related fields.; OR,
      • (Option C) - Registered Veterinarian Technician.
    • A valid motor vehicle operator's license.
    • Candidates must be able to operate an animal control vehicle with limited rear visibility requiring the sole use of side mirrors and backup cameras prior to completion of the probationary period.
    • Candidates must obtain a Euthanasia Certificate and California POST PC 832- Laws of Arrest prior to completion of the probationary period.

    KNOWLEDGE, SKILLS, AND ABILITIES:
    • Knowledge in best practices, ordinances, municipal and state laws in relation to animal health and welfare.
    • Ability to work effectively and positively with the public in a heightened stress environment.
    • Ability to demonstrate ethical competencies, especially in handling sensitive and confidential information and creating other reports.
    • Ability to demonstrate a high level of emotional intelligence by handling sensitive situations with compassion, tact and confidentiality.
    • Ability to meet required appearance standards, including uniform and personal protective equipment.
    • Ability to safely and humanely handle animals.
    • Ability to perform euthanasia on animals.
    • Ability to effectively communicate verbally and in writing.
    • Physical condition must be at a level commensurate with ability to perform job duties such as lifting up to a maximum of 50 pounds chest high without assistance; climbing inclines; working in or around water (ex. wading in shallow water or assist in water rescue); at elevated heights; under reduced visibility; weather conditions; running 50 feet with or without reasonable accommodation.
    • Willingness to work irregular hours, including nights, evenings, weekends, holidays, overtime, callback, standby, split shifts, including working shifts alone.
