    We are searching for ahighly motivated and diligent team member who will be responsible for providing technical and administrative supervision for sections engaged in the coordination of all phases of project management including design, construction, and occupancy.

    Essential Job Functions

    Oversees the coordination of the conceptual design and construction of LASD facility projects.

    Reviews project designs, reports, and recommendations submitted by staff for technical and administrative feasibility and accuracy, makes any necessary amendments, and approves staff work.

    Monitors and evaluates project specifications, construction documents, contracts, and staff and end user input and identifies potential obstacles to meeting project schedule, scope, and budget.

    Develops, recommends, and applies policies, standards, and procedures regarding Facilities Planning Bureau and section operations.

    Researches and implements solutions, with the input and cooperation of participating parties and organizations, in the event obstacles arise in meeting conceptual design and construction goals.

    Researches and responds to questions and issues raised by stakeholders.

    Writes narrative and statistical reports, memoranda, board letters, and correspondence.

    Creates and maintains constructive working relationships with individuals and organizations involved in a construction project via the two-way exchange of information regarding wishes, needs, and the realities associated with the project.

    Meets with and/or contacts executives from Facilities Planning Bureau, other LASD bureaus, other County departments, and outside organizations to keep them apprised of the status of projects and of any issues that arise impacting projects, to provide follow-up regarding previous directions, and to receive project changes.

    Represents the Facilities Planning Bureau and/or section in meetings and contacts with other Departmental divisions, other departments, vendors, and public and private agencies.

    Provides guidance and direction to staff regarding County planning and construction standards, regulatory requirements, and potential construction problem-solving and problem-avoidance strategies in order to keep projects moving forward, to maximize construction efficiency, and for the professional development of staff.

    Interacts with planners, vendors, tenants, end users, regulatory representatives, contractors, representatives from the County and other entities, and crafts professionals participating in project design and construction.

    Coordinates with outside vendors to procure materials and services required for project design and construction.

    Assumes responsibility for, and completes, specialty projects requiring higher-level knowledge and experience.

    Assists in the preparation of the Facilities Planning Bureau’s annual budget.

    Supervises subordinate staff by assigning work, scheduling, training, mentoring, and preparing performance evaluations.

    Fills in for absent subordinate staff by temporarily assuming and performing their duties.

    Travels to construction sites in order to familiarize themselves with project locations and to meet with individuals and organizations involved in a construction project.

    Requirements

    REQUIREMENTS TO QUALIFY:
    Two years' experience with full responsibility* for coordinating both the design and construction of complex facility projects** or in the supervision*** of a section responsible for either scheduling and resource management or program and space management.

    LICENSE
    A valid California Class C Driver License is required to perform job-related essential functions.

    Out-of-state applicants must have a valid license from the state in which they reside at the time of filing. Out-of-state applicants will be required to obtain a California Class C Driver License prior to appointment.

    LICENSE INFORMATION
    Successful applicants for this position will be required to obtain a copy of their driving record from the California State Department of Motor Vehicles before being appointed. A copy of your record must be presented at the time of your appointment. License must not be suspended, restricted, or revoked. AN APPLICANT WHOSE DRIVING RECORD SHOWS THREE (3) OR MORE VIOLATIONS WITHIN THE LAST YEAR WILL NOT BE APPOINTED.

    PHYSICAL CLASS
    Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit, and some bending, stooping or squatting. Considerable ambulation may be involved.

    SPECIAL REQUIREMENT INFORMATION
    *Full Responsibility experience means having the immediate and complete charge of leading and coordinating both the design and construction of complex facility projects and providing direct supervision over a project team responsible for the coordination of such activities.

    **Experience coordinating the design and construction of complex facility projects means direct management to include, but not limited to design, construction, budget, scope and schedule with emphasis on project cost controls and direct work with jurisdictional agencies and other county departments for projects with a total budget of no less than $25M USD.

    ***Supervision means the immediate and full responsibility of leading complex projects and a team of personnel that are engaged in all facets of the planning and management of facility projects. Responsibilities include but is not limited to, establishing the project budget, scope, and schedule with emphasis on project cost controls and direct work with jurisdictional agencies and other county departments. Further, supervision includes the direct responsibility for preparation of manager performance evaluations.

    SUPPLEMENTAL QUESTIONNAIRE
    As part of this application process, applicants will be required to complete a supplemental questionnaire. The questionnaire contains a pre-investigative questionnaire which will be used as part of the background investigation process to ensure applicants meet the standards set forth by the Los Angeles County Sheriff's Department. Applicants who fail the pre-investigative questionnaire will be disqualified and will have to wait three (3) months from the date of the disqualification in order to reapply.

    EXAMINATION CONTENT
    This examination will consist of two (2) parts:

    PART I
    A structured interview assessing Knowledge of the steps involved in the design and construction phases, Knowledge of the relevant building codes and California Board of State and Community Corrections standards, Knowledge of graphics software and the AutoCAD System, Adaptability to revise perceptions and behaviors, Interpersonal skills, Ability to work with a wide variety of people, Supervisory skills, and Oral Communication skills, weighted 50%

    PART II
    A writing assessment measuring Written Communication skills sufficient to relay complex information, weighted 50%

    CANDIDATES WILL TAKE THE STRUCTURED INTERVIEW AND WRITING ASSESSMENT ON THE SAME DAY. HOWEVER, ONLY CANDIDATES WHO PASS THE STRUCTURED INTERVIEW WILL HAVE THEIR WRITING ASSESSMENT SCORED.

    APPLICANTS MUST MEET THE REQUIREMENTS AND RECEIVE A PASSING SCORE OF 70% OR HIGHER ON EACH WEIGHTED PART IN ORDER TO BE PLACED ON THE ELIGIBLE LIST.

    TESTING ACCOMMODATION

Please note, you will be contacted at a later time by a Sheriff’s Department representative that will guide you through the process. You will be provided with an initial deadline to submit documentation. Failure to submit the required documentation by the deadline will delay your participation in the examination process and consideration for initial placement on the eligible list.

    VETERAN'S CREDIT
    If you are a veteran, you may be eligible for veteran’s credit, which is an additional 10% of the total points added to a passing score. We will need a copy of your form DD214 to review, so please include that with your application or email it to sheriffexamsunit@lasd.org within seven (7) calendar days from the date of filing your online application.

    ELIGIBILITY AND VACANCY INFORMATION
    The names of applicants receiving a passing grade in the examination will be placed on the eligible list in the order of their score group for a period of six (6) months from the date of promulgation.
    The list of successful applicants created from this exam will be used to fill vacancies within the Los Angeles County Sheriff’s Department, Administrative Services Division, Facilities Planning Bureau.

    SPECIAL INFORMATION

    SUCCESSFUL CANDIDATES MUST COMPLETE A THOROUGH BACKGROUND INVESTIGATION, INCLUDING FINGERPRINT SEARCH. Examples of disqualifying factors include: Any felony convictions; job related misdemeanor convictions; certain serious traffic convictions or patterns of traffic violations (3 moving violations in one year; failure to appear; at fault accidents; suspended license; driving under the influence); poor credit history; poor employment history; substance abuse; anyone on probation.

    ZERO TOLERANCE POLICY IF HIRED
    The Los Angeles County Sheriff's Department (Department) has a " zero tolerance " policy for its employees for the following:
    • use of narcotics, controlled substances, and/or prescription drugs without a prescription.
    Any employee found in violation of this policy will be subject to discharge.
