    The City of Baltimore seeks a strong, forward-thinking, strategic leader to serve as its next Chief Human Capital Officer (CHCO) and Director of Human Resources. The CHCO will have the exciting opportunity to elevate the department into a modern, customer-focused partner that champions innovation and service excellence. The City of Baltimore has approximately 14,000 funded full-time positions, 77 of which are within the Department of Human Resources. The Department’s FY2026 budget is $15.4M.

    The hiring salary range for this position is $159,378 to $220,000 annually. In addition to competitive compensation, the City of Baltimore provides a comprehensive benefits package, including between 12 and 24 days of annual leave based on years of service, four personal days per fiscal year, 12 paid holidays, and 12 days of sick leave annually. Relocation assistance is negotiable.

    Full-time employees are eligible for health benefits covering at least 80% of total premiums, with plans that include medical, prescription, dental, vision, and Life/AD&D insurance. Employees can also opt into Health Care and Dependent Care Flexible Spending Accounts and have free access to the City's Employee Assistance Program. Retirement savings options include a Hybrid Plan with a defined benefit and a 401(a) defined contribution account, or a non-hybrid 401(a) defined contribution plan. Participation in one of the retirement plans is mandatory.

  • Job Requirements

    Qualified candidates will possess a master’s degree in human resources, public administration, or a related field. They will have at least ten years of progressive experience in human resources administration, demonstrating increasing levels of responsibility, including a minimum of five years in a senior-level role. Experience in the public sector or within a large, complex organization is strongly preferred. Professional certification such as SHRM-SCP, HRCI SPHR, or PSHRA SCP is also preferred.
