    Contra Costa Health (CCH) is offering an excellent employment opportunity to fill five (5) full-time Health Services Systems Analyst II positions assigned primarily to the CCH Information Technology Unit located in Martinez, CA.

    The Health Services Systems Analyst II is responsible for the ongoing professional support of Epic and mission-critical clinical, business and operational applications. This support includes planning, implementing, and organizing activities relating to enterprise-wide application selection, deployment and optimization and training; other responsibilities include reviewing, analyzing and evaluating system and/or service requests using structured techniques and methodology; managing all or portions of a project from the initial fact-gathering meeting, through post-implementation review; developing and maintaining training environments and materials; and providing role-based education.

    What you will typically be responsible for:
    • Providing assessments of existing system capabilities, workflow, user requirements, options and outcomes, and evaluating the effectiveness of changes
    • Supporting our customers in the proper use of applications, systems and equipment
    • Coordinating and documenting systems, projects and/or processes including end user training
    • Helping to develop proposals for system modification/replacement including cost benefit analysis and resource requirements
    • Developing detailed procedures on software installation and configuration

    Minimum Qualifications

    Education: Possession of a Bachelor's degree from an accredited college or university with a major in Computer Science, Medical Informatics, Healthcare Administration, Health Sciences, Business Administration, Public Administration, Engineering, or a closely related field.

    Experience: Three (3) years, or its equivalent, of system analysis experience including two (2) years in a health care information systems environment, working with end users to extract, document and optimize data flow, implement hospital systems, and support applications and databases. Incumbents will have demonstrable project management experience in the role of technical or application team lead for a major complex project or direct experience as a project manager for smaller projects.

    Substitution for Education: One (1) additional year of qualifying experience noted above may be substituted for the required academic major. Additional qualifying experience may be substituted for the required education on a year-for-year basis up to a maximum of two (2) years.

    Substitution for Experience: A Master's degree in one of the fields noted above may be substituted for one (1) year of the required experience. Possession of a current Epic certification may be substituted for six (6) months of the required experience.

    Certification: Some positions may require the employee to obtain and maintain vendor specific certifications on the applications supported. The incumbent will be required to obtain the certification requested within six (6) months of notification from the supervisor.

    Desirable Qualifications:

    • Database administration certifications from Microsoft or Oracle
    • Certifications from Epic and build (development) experience
    • Experience working in the public sector
    • Specific training in emotional intelligence and or customer service
    • Understanding of Medi-Cal and health plan related tasks (claims, enrollment, eligibility)
    • Agile methodologies knowledge and experience


    Selection Process

    1. Application Filing and Evaluation: Applicants will be required to complete a supplemental questionnaire at the time of application. Applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process.

    2. Remote Oral Interview: Candidates that clearly demonstrate that they possess the minimum qualifications will be invited to participate in a remote oral interview. The assessment is designed to measure candidates' competencies as they relate to the job. The oral interview will measure candidates' competencies as they relate to the job. These may include, but are not limited to: adaptability, self-management, oral communication, customer focus, and interpersonal savvy. Candidates must achieve a passing score on each of the competencies to pass the overall assessment and be placed on the eligible list. (Weighted 100%)

    The assessments may be administered remotely using a computer or mobile device such as a tablet. You will need access to a reliable internet connection to take the assessment.

    TENTATIVE EXAM DATES

    Remote Exam/Evaluation: Week of July 14, 2025

    The Human Resources Department may change the examination steps noted above in accordance with the Personnel Management Regulations and accepted selection practices.

    CONVICTION HISTORY

    DISASTER SERVICE WORKER

    All Contra Costa County employees are designated Disaster Service Workers through state and local law. Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
