    ABOUT THIS POSITION:
    We are looking for someone who provides technical direction to subordinate staff and analyzes and makes recommendations for the solution of the more complex departmental accounting, budgetary, and other financial problems including problems of accounting systems design and implementation.

    Essential Job Functions

    What will I do as a Financial Specialist IV?
    • Conducts studies of the more complex departmental accounting and budgetary operations, fiscal controls and accounting standards in both computerized and manual systems, and leads others in conducting such work.
    • Assembles and verifies financial data, schedules and statistical summaries and directs their compilation into formal reports of study findings.
    • Analyzes and evaluates study findings and advises the identification of those aspects of the financial system operations which are functioning optimally and those which need to be changed or replaced.
    • Analyzes and leads others in analyzing specific measures needed to correct identified deficiencies in current departmental financial systems and designs control mechanisms to be incorporated into revised systems.
    • Leads and assists in the preparation of detailed policy and procedures manuals and crafts forms relative to the establishment and implementation of new or revised departmental financial systems.
    • Leads and participates in the orientation and training of department personnel before and during conversion to new or modified accounting, budgetary, or other financial systems.
    • Adapts manual accounting, budgetary, and other record keeping functions to computerized processing and establishes preventive, detective, and corrective internal controls, and leads others in the performance of such work.
    • Participates with departmental data processing personnel or outside consultants in the technical design, development, testing and modification, and installation of computerized financial systems, as required.


    Requirements

    SELECTION REQUIREMENTS:
    OPTION I: Three (3) years' experience performing financial systems analysis* in a County of Los Angeles department, at least one (1) year of which must have been at the level of Financial Specialist III .

    OPTION II: Bachelor's degree** from an accredited college or university with 12 semester units** or 18 quarter units of accounting, 9 additional semester units or 13.5 quarter units in either accounting or finance, and 6 semester units or 9 quarter units in computer science including a course in systems analysis and design*** -AND- Four (4) years' experience in resolving accounting, budgetary, and other financial problems including accounting systems design and implementation.

    PHYSICAL CLASS:
    Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    SPECIAL REQUIREMENT INFORMATION:
    *Financial systems analysis experience is the study and investigation of issues and problems of financial systems development, implementation, administration, or evaluation and the formation of applicable solutions and recommendations.
    • In the service of Los Angeles County, financial systems analysis is at the level of Financial Specialist II and Financial Specialist III .

The document should show the date the degree was conferred and be in English; if it is in a foreign language, it must be translated and evaluated for equivalency to the U.S. standards. Publications such as American Universities and Colleges and International Handbook of Universities are acceptable references. Also acceptable, if appropriate, are degrees that have been evaluated and deemed to be equivalent to degrees from United States accredited institutions by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators, Inc. (AICE) . (see Employment Information under Accreditation Information).
    • Official Transcript is a transcript that bears the college seal and states "official and/or copy" issued by the school's registrar office. A printout of the transcript from the school's website is NOT considered official and may result in your application being incomplete and rejected.

    ***Courses comparable/equivalent to systems analysis and design include but is not limited to the following classes: Accounting Information Systems , Introduction to Business Information Systems , Introduction to Information Systems , Management Information Systems , or Business Computer Systems .

    Credit will be given to applicants who possess the following desirable qualifications:
    • Additional experience beyond the Selection Requirements.

    EXAMINATION CONTENT:
    This assessment type will evaluate the education and experience you list on a questionnaire and assign a score based on a standardized scoring system.

    This part of the assessment is worth 100% of your total score and assesses: Selection Requirements and Desirable Qualifications.

    Candidates must meet the Requirements to Qualify and must achieve a passing score of 70% or higher on the examination in order to be added on the Eligible Register.

    Passing this examination and being added to the Eligible Register does not guarantee an offer of employment.

    ELIGIBILITY INFORMATION:
    The names of candidates will be added to the Eligible Register in the order of their score group for a period of twelve (12) months following the date of eligibility.

    NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS .
    Applications will be processed as they are received and added to the Eligible Register accordingly.

    VACANCY INFORMATION:
    The Eligible Register resulting from this examination will be used to fill vacancies in the Department of Public Health as they occur.

    AVAILABLE SHIFT:
    Any shift, including evenings, nights, weekends and holidays.
