    DESCRIPTION

    The City of Long Beach, Department of Health and Human Services is recruiting for one (1) unclassified Community Program Technician III to serve as a Family Self-Sufficiency Specialist in the Housing Authority Bureau.

    EXAMPLES OF DUTIES

    Reporting to a Housing Assistance Coordinator, this position will perform case management functions for the Family Self Sufficiency (FSS) Program and/or special housing programs.

    • Interviews applicants to determine program eligibility and explains applicable rules, policies, and procedures.
    • Conducts group and individual briefings at the Housing Authority, off-site locations, and in client homes regarding program enrollment, moves, and other housing-related topics.
    • Mitigates and resolves conflicts and challenges involving property owners and/or tenants.
    • Calculates housing assistance payments and rents in accordance with HUD guidelines and discusses rent and payments with program clients and participating property owners.
    • Reviews and verifies eligibility information and compliance with tenant obligations to determine continued program eligibility.
    • Inspects prospective housing units to ensure compliance with U.S. Department of Housing and Urban Development (HUD) standards and identifies necessary corrections.
    • Conducts file reviews, audits, and research related to Housing Assistance Programs.
    • Enters and maintains accurate data in the Housing System.
    • Prepares various reports, documents, and correspondence.
    • Prepares and executes leases and contracts as needed.
    • Maintains up-to-date knowledge of all aspects of the Housing Choice Voucher Program and special housing programs, including leasing, rent calculations, contract execution, and case management.
    • Performs special studies and projects related to housing programs, policies, and procedures.
    • Performs other related duties as assigned.


    REQUIREMENTS TO FILE

    MINIMUM REQUIREMENTS:
    • High School diploma or equivalent.
    • Two (2) years of full-time professional experience in providing technical support for the delivery of grant related programs, grant related activities, and grant related services.
      • College education in Public Health, Public or Business Administration, Social Work , or closely related field may be substituted for the required experience on a year-for-year basis. (proof of education required for substitution to be applied)
    • A valid driver’s license, or the ability to arrange necessary and timely transportation for field travel.
