DescriptionThis position manages and directs complex development, implementation, monitoring, evaluation, and enhancement of the agency's emergency and homeland security preparedness programs. This position is with the Metro Emergency Management Department and will oversee the Testing, Training, and Exercise Program ensuring regulatory compliance for the Rail System as well as fulfilling the obligation for training and exercises with our Bus system and other departments. This position also supports other phases of emergency management in various areas of mitigation, planning, response, and recovery.
Examples of Duties - Identifies and assists with developing, implementing, and updating programs, work processes, procedures, and activities to enhance agency readiness for incidents, emergencies, and disasters
- Plans, prepares, implements, and updates Agency Emergency and Homeland Security Preparedness Plan(s)
- Ensures agency is in compliance with applicable federal, state, and local codes and regulations impacting emergency and homeland security preparedness
- Coordinates with Metro operating entities and first responder agencies in the planning and completion of emergency response drills, and preparation and periodic updates of Site Emergency Action Plans or other program documentation
- Serves as liaison with outside agencies, including the Los Angeles County Office of Emergency Services, to improve interagency coordination for emergency and homeland security preparedness
- Develops and maintains effective communication linkages with state, county, and city homeland security units such as the State Office of Homeland Security, United States Department of Transportation (DOT), Transportation Security Administration (TSA), Federal Transit Administration (FTA), Los Angeles Sheriff's Department (LASD), and American Public Transit Association (APTA)
- Pursues, develops, and maintains Homeland Security and Emergency Preparedness Management communications with first responders and transportation agencies at the international level
- Works closely with law enforcement, emergency response, and transportation agencies to cost-effectively enhance Homeland Security and Emergency Preparedness awareness as well as mitigation/preparedness of any and all terrorist actions
- Oversees and manages assigned staff in the disciplines of information dissemination, and administration related to the function of Homeland Security and Emergency Preparedness Management
- Works with Metro's grant-writing staff to capture both short- and long-term critical needs for the agency that encompass threat prevention, homeland security, emergency response, communications, specialized equipment, specialized training, and special pilot projects that may be either unique to regional operations or mutually-beneficial to other transportation and first responder relationships throughout the region and/or the United States
- Pursues funding partnerships with other transit and first responder agencies
- Coordinates, develops, and implements, and updates agency Continuity of Operations Plan(s); oversees the National Incident Management System (NIMS) and the Incident Command System (ICS) training and compliance to applicable standards and regulations
- Advises and makes recommendations to the Chief Systems Security and Law Enforcement Officer, DEO (Deputy Executive Officer), and CEO (Chief Executive Officer) on homeland security, emergency preparedness management, and related environmental matters
- Creates maps or visualization output focused on critical transportation infrastructure and natural disasters utilizing geographic information systems (GIS)
- Prepares emergency situation status reports that describe response and recovery efforts, needs, and preliminary damage assessments
- Provides training to internal and external staff
- Prepares emergency exercise after-action reports that capture lessons learned and track action items to completion
- Pursues and oversees emergency preparedness training program opportunities and seminars that may be available to Metro from National Training Institute (NTI), Transportation Safety Institute (TSI), Federal Emergency Management Agency (FEMA), Emergency Management Institute (EMI), and other sources that will lessen agency's vulnerabilities, and enhance team-building, coordination, and communications among Metro and other agencies
- Provides leadership, work direction, and motivation to staff
- Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees

Minimum QualificationsA combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:
Education- Bachelor's Degree in Emergency Management, Engineering, Public Safety, Public Administration, Business, or a related field
Experience- Six years of relevant experience or three years of relevant supervisory-level experience administering emergency management development or response planning in a large organization and/or in transportation operations
Preferred Qualifications Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. - Extensive experience leading Homeland Security Exercise and Evaluation Program (HSEEP) compliant Exercise Programs
Certifications/Licenses/Special Requirements- FEMA (Federal Emergency Management Agency) ICS (Incident Command System) training in IS-100, IS-200, IS-300, IS-700, and IS-800 required
- FEMA Professional Development Series (PDS) Certificate or Advanced Professional Series (APS) Certificate preferred
- International Association of Emergency Managers (IAEM) Certified Emergency Manager (CEM) Certificate preferred
- A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
- Exposure to weather, physical, mechanical, electrical and chemical hazards

- Theories, principles and practices of first responder procedures, applicable laws and regulations, and security measures
