GENERAL DESCRIPTION Under the direction of the Chief Operating Officer, this position performs highly advanced (senior-level) managerial work administering the daily operations and activities of TPWD's contracting and purchasing functions relevant to purchasing and contracting, work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities. Supervises the work of others to include hiring, performance appraisals, personnel actions, disciplinary actions and separations. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.
Qualifications: MINIMUM QUALIFICATIONS: Education: Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Public Administration, Accounting, Finance or closely related field.
Experience: At least five (5) years experience in the management of complex state agency purchasing, procurement and contracting.
Three (3) years experience managing staff.
Experience with State of Texas contract and procurement laws.
NOTE: Experience may have occurred concurrently.
Licensure: If driving is required, applicant must possess a valid class State driver's license;
Must possess both of the following;
Certified Texas Contract Manager (CTCM);
Certified Texas Procurement Manager (CTPM); OR Certified Texas Contract Developer (CTCD);
NOTE: Retention of position contingent upon obtaining and maintaining required certification(s).
ACCEPTABLE SUBSTITUTIONS: Education: One additional year of progressively responsible experience in contracts, procurement, or purchasing management may substitute for 30 semester hours of the required education, with a maximum substitution of 120 semester hours.
PREFERRED QUALIFICATIONS: Experience: Experience as part of a purchasing and contracting team at a Texas state agency or Texas institution of higher education;
Experience in public sector procurement or contracting policies and procedures;
Experience in developing complex solicitations, including but not limited to Request for Proposal(RFP), Request for Offer, RFO, Request for Information (RFI), or Request for Qualifications (RFQ) solicitations;
Experience in providing advice and council to non-purchasing and contracting staff for competitive solicitations;
Experience in providing advice and council to junior and mid-level purchasing and contracting staff;
Experience with an integrated financial system;
Experience in using statewide Term Contracts, TXMAS contracts, Open Market processes, and familiarity with the Texas statewide purchasing system;
Experience in public speaking to include Training Presentations and Pre-Bid Conferences.
Highly organized, ability to manage, track, and prioritize multiple projects and meet deadlines.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of applicable local, state, or federal rules, regulations and policies related to contract and procurement administration and management as published in the Texas Purchasing and Contract Management Guide;
Knowledge of contract and purchase order development and oversight, writing specifications, solicitation and award, contract management and close-out;
Knowledge of contracting regulations and policies, developing contracts;
Knowledge of federal grant regulations;
Knowledge of strategic sourcing, prices, market factors and product characteristics;
Knowledge of basic accounting principles;
Skill in using in the operation of a computer and applicable software, including but not limited to MS Word, Excel, TEAMS, and Outlook;
Skill in effective verbal and written communication;
Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; .
Skill in identifying and resolving problems by using strong analytical and innovative approaches, and taking initiative in preventing and solving problems;
Skill in tabulating and evaluating bids, including Requests for Proposals (RFPs) and/or Request for Offers (RFOs);

Ability to use an automated purchasing system to process purchase orders/contracts;
