    A nationally recognized City, Irvine has a population of nearly 320,000. Irvine launched the Office of Health & Wellness in 2023, which operates within the City Manager’s Office. The Office focuses on expanding access to vital social service programs and aligning affordable housing strategies to better serve Irvine-connected populations in need. The Housing Manager will play a key leadership role in shaping the future of affordable housing in Irvine.

    The City seeks a visionary and collaborative housing leader. This is an exceptional opportunity for an experienced professional who brings deep knowledge of housing policy, a passion for innovation, and a commitment to results. The ideal candidate is a relationship-driven strategist who excels at building strong teams, fostering partnerships, and aligning housing initiatives with the City’s mission and goals. Competitive candidates will possess a Bachelor’s degree and at least six (6) years of professional experience with increasing responsibility and management in redevelopment, affordable housing programs, development, and policy planning. Three (3) years of supervisory experience is also required.

We operate under a charter law form of government which was adopted in 1975, meaning we have a City Council-City Manager form of government. The City Manager is appointed by the City Council to function as the chief administrator of the City. City Council sets the policy directions for the City, and the City Manager is charged with implementing those directions. Additionally, the City Manager keeps the Council informed of City operations, prepares the annual budget, oversees special programs, and coordinates the various department activities.

We contract for fire and medical services with the County of Orange, and have three independent districts: library, educational and utility services.

    Other government services include: animal control; building and safety regulation and inspection; general administrative services; planning and zoning; police; public facility/capital improvement construction; recreation and cultural programs; refuse collection and recycling; street lighting; street maintenance; landscape maintenance and transportation management.
