DEFINITION: Supervises the provision of miscellaneous administrative support services while analyzing and making recommendations for the solution of a variety of problems of organization, budget, procedures, systems, program, general management, and personnel.

Essential Job FunctionsDetermines the need for and conducts managerial and administrative studies to assess program operations and to initiate corrective actions or investigations of departmental activities.
Plans, devises, and implements new procedures and organizational changes.
Investigates, monitors, and makes recommendations to departmental management concerning budget requests, negotiations with budget authorities concerning budget requests, including estimates, expenditures, and adjustments.
Supervises the housekeeping functions of the department such as accounting, supply, and payroll.
Supervises line support functions of the department such as maintenance, dietary, warehousing, information systems, and auctions.
Serves as liaison to line managers to determine if overall service goals are being met and to encourage an open line of communication.
Assumes responsibility, as assigned, for performing other specialized duties related to the overall management of the department.
Requirements REQUIREMENTS TO QUALIFY Option I: Three (3) years of experience a ssisting management by researching, analyzing and making recommendations for the solution of problems of organization, systems and procedures, program, facilities planning, budget, or personnel.
Option II: Three (3) years of experience in work requiring specialized knowledge of rules, regulations, and other guidelines while analyzing and making recommendations for the solution of problems of organization, systems and procedures, program, facilities planning, budget, or personnel.
Option III: One (1) year of experience as an Administrative Assistant II* or Staff Assistant II* or higher in the service of the County of Los Angeles.
*Applicants must have County status in this class or higher, as evidenced by holding or having held such payroll title.
PHYSICAL CLASS II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
LICENSE: A valid California Class “C” Driver License or the ability to use an alternative method of transportation when needed to carry out job-related essential functions.
DESIRABLE QUALIFICATIONS: Additional credit will be given to applicants who possess the following:
- Additional experience in excess of the Selection Requirements for the qualifying option
- Experience leading a team which includes but is not limited to assigning, coordinating, and reviewing the work of staff, ensuring proper work methods are followed, and providing technical assistance and training.
SPECIAL REQUIREMENT INFORMATION:
Out of Class experience will be accepted for this examination. If you performed work that differs from the duties described in your class specification and you believe qualifies you for this opportunity, we will need to receive proof that you were officially recognized for doing that work by your department. This proof should be in the form of Verification of Experience Letter, signed by your Departmental Human Resources Manager/Division Head/etc, or letter written by the candidate's manager that has been verified/approved by the appropriate departmental personnel. This must be provided within seven (7) calendar days of filing application. That letter will be reviewed, verified, and approved if appropriate. If we don't receive that proof from you, then we cannot consider this type of experience.

Additional Information EXAMINATION CONTENT: This examination will consist of one part:
An evaluation of your experience, desirable qualifications, and supplemental questionnaire based on your application information weighted 100%.
The passing score for the assessment is 70%.
ELIGIBILITY AND VACANCY INFORMATION: Applications are processed as they are received and added to the eligible register accordingly.
Candidates who passed the assessment(s) are placed on a list in the order of their score group for a period of twelve (12) months. We will use this list to fill vacancies throughout the Department of Health Services as they occur.
No person may compete in this examination more than once every twelve (12) months.
SPECIAL INFORMATION:
Appointees may be required to work any shift , including evenings, nights, weekends, and holidays.
