    ABOUT THIS POSITION:
    We are looking for someone who provides administrative coordination and management direction to a staff of professional personnel involved in the provision of services to the public through a highly specialized departmental program, or a program providing services of a sensitive nature.

    Essential Job Functions

    • Formulates and develops plans, policies and projects for the program.
    • Directs the work of the non-professional staff and coordinates the activities of the professional and technical staff in implementing the policies and goals of the program, including the development of new methods and procedures for the implementation of program goals.
    • Directs the recruitment and hiring of non-professional personnel, assists in the review of candidates for professional positions.
    • Maintains liaison with various agencies and or organizations including County departments, local, state and federal agencies, community agencies, and other concerned organizations and parties, public and private.
    • Prepares grant requests, develops budget requests, maintains fiscal control and directs maintenance of an accounting system for reporting and auditing purposes.
    • Provides guidance and direction in the identification of outside revenue and proposal strategies; establishes negotiation parameters and the framework for grants administration and contracts management.
    • Directs the development of contracts with public and private agencies, and the monitoring of contractor performance.
    • Serves as the departments contact person, and chief spokesperson for outside agencies on program activities.
    • Responds to the media and public inquiries on program services and related issues.
    • Directs the development of policy recommendations on issues affecting the program, for consideration by the Board of Supervisors.
    • Directs development of statistical and accounting procedures, and insures that adequate reporting systems are set up to meet established requirements for funding and adequate program evaluation.


    Requirements

    REQUIREMENTS TO QUALIFY:
    OPTION I: Graduation from an accredited college*.
    - AND -

    Five (5) years experience managing or assisting in managing a program in a metropolitan setting which provides services to the public; or a large fiscal or human resources operation, or a highly specialized staff operation including supervision of first line supervisors budget preparation and control, and general administrative systems and procedures.

    Only under Option I will a Master's degree* in public administration, business administration, public health administration or hospital administration from an accredited graduate school will be accepted for one (1) year of the required experience.

    OPTION II: Two (2) years experience as an Administrative Assistant III **.

    OPTION III: One (1) year's experience as a Program Manager II **.

    LICENSE:
    A valid California Class C Driver License.

    PHYSICAL CLASS:
    Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

Also acceptable, if appropriate, are degrees that have been evaluated and deemed to be equivalent to degrees from United States accredited institutions by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators, Inc.     EXAMINATION CONTENT:
    This assessment type will evaluate the education and experience you list on a questionnaire and assign a score based on a standardized scoring system worth 100% of your total score.

    Candidates must meet the Requirements to Qualify and must achieve a passing score of 70% or higher on the assessment in order to be added on the Eligible Register.

    Passing this examination and being added to the Eligible Register does not guarantee an offer of employment.

    ELIGIBILITY INFORMATION and VACANCY INFORMATION:
    Candidates who passed the assessment are placed on the Eligible Register list in the order of their score group for a period of twelve (12) months . We will use this Eligible Register list to fill vacancies in the Department of Public Health as they occur.

    NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS .

    AVAILABLE SHIFT:
