Under general supervision, performs a wide range of operations, safety duties, maintenance, and aviation security activities at the county-owned airports; renders assistance and service to airport users; performs aircraft crash rescue and fire suppression, and emergency response duties; and does related work as required.
Airport Safety Officer (ASO) professionals are at the forefront of interaction with tenants, vendors, contractors, and other personnel. At Contra Costa County Airports, ASOs are responsible for all aspects of operating two general aviation airports safely and efficiently, while also maintaining FAA compliance. The responsibilities encompass a wide spectrum, including airport security, firefighting, landscaping tasks like mowing vegetation and handling routine tasks such as trash removal. The Contra Costa County Public Works Department (CCCPWD) is responsible for the maintenance and operation of over 650 miles of roads, 79 miles of streams and channels, and over 150 County buildings. CCCPWD services include parks and recreation, sandbag distribution, flood control, road and facilities maintenance, and storm water management. CCCPWD operates two airports, Buchanan Field Airport in Concord, and Byron Airport in Byron. Typical TasksWhat you will typically be responsible for:- Conducting inspections of the airports, equipment, gear, fuel farms, and various other inspections to ensure compliance with all rules and regulations that the Airport Division must comply with
- Completing maintenance activities such as repairing lighting, signs, hangars, equipment, trash removal, building maintenance, vegetation management (including spraying chemicals, weed removal, mowing, etc.), pavement repairs, and airfield painting and paint removal
- Operating light to heavy equipment including John Deere tractors, mowers, street sweepers, Graco paint striping machines, forklifts, landscaping equipment, trailers, etc. as well as occasional rental equipment
- Providing customer service to tenants, businesses, other agencies, and other airport staff
- Engaging in clerical duties such as writing receipts, writing reports, filing documents, operating computers, and copiers
- Providing security for airports through patrols, law enforcement interaction, fence repair and maintenance, and airport emergency response
- Conducting wildlife abatement including harassment with various methods, potential relocation of species, and interaction with outside agencies for removal
- Responding in an Aircraft Rescue Fire Fighting capacity to aviation accidents, incidents, and mutual aid requests
Minimum QualificationsLicense Required: Possession of a valid California Motor Vehicle Operator’s License. Out of State valid Motor Vehicle Operator’s License will be accepted during the application process.
Education: Possession of a high school diploma, G.E.D. equivalency or a high school proficiency certificate.
Experience: One (1) year of full-time airport maintenance and/or operations experience, at a civilian, military airport, or on an aircraft carrier.
Or, one (1) year of full-time experience as a Firefighter.
Substitution: A bachelor’s degree in Aviation, or a related field may be substituted for the required one year of experience.
Special Requirements: Provided by the department within the first year of employment and annually thereafter.Physical Requirements: Possession of annual physical examination anda self-contained breathing apparatus (SCBA) fit test.
ARFF Training: Required to complete annual Aircraft Rescue and Firefighting (ARFF) training.
Certifications: Possession of First Aid, CPR (Cardiopulmonary Resuscitation) and AED (Automated External Defibrillator) Certifications.
Desirable Qualifications:- American Association of Airport Executives Airport Certified Employee (ACE) Operations
- Licensed Pilot, Remote Pilot, and/or Aircraft Mechanic
- FEMA Incident Command Systems (ICS) 100, 200, and 700
- Commercial Drivers License (CDL A or B)
- Firefighter 1 and 2
- NATA Fuel Supervisor certification
- Vehicle or Heavy Equipment Mechanic experience
Selection ProcessApplication filing and evaluation: Applicants will be required to complete a supplemental questionnaire at the time of application; applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process.
Online Virtual Interview: Candidates who clearly demonstrate that they possess the minimum qualifications will be invited to participate in an online virtual interview. Candidates must achieve an average passing score of 70% or higher on each of the competencies assessed, as well as an overall passing score of 70% of higher. The assessment will measure candidates' competencies as they relate to the Airport Safety Officer II classification. These may include but are not limited to: Critical Thinking, Decision Making, Professional and Technical Expertise, Action and Results Focused - Taking Initiative, Displaying Ownership and Accountability and Oral Communication
(Weight 100%) The online virtual interview is tentatively scheduled to take place via computer (remotely) August, 2025. The assessment will be administered remotely using a computer or mobile device such as a tablet. You will need access to a reliable internet connection to take the assessment, as well as computer with a camera.
