Full-time position with the Civil Rights and Equal Opportunity Department, Contract Management Division, located at 414 E 12th St.
Salary Range: $6,489-$9,734/month
Normal Work Days/Hours: Monday-Friday 8:00a.m.-5:00p.m.

Responsibilities
- Establishes and manages the Contract Management Division within CREO.
- Oversees contract administration, compliance, workflow, and service delivery.
- Directs and manages a team responsible for contract intake, processing oversight, compliance adherence, and close-out monitoring.
- Analyzes and assess program data to identify challenges and develop effective solutions to address identified concerns.
- Develops and facilitates training and orientation programs for department and City staff to enhance knowledge, skills, and operational effectiveness
- Prepares monthly, quarterly, and annual reports regarding KPI performance metrics
- Supervises project management compliance within Trimble and B2Gnow databases.
- Develops and implements vigorous contract oversight protocols to enhance efficiency and mitigate risks associated with contract processing delays and departmental complaints.
- Improves workflow, response time, and service delivery in alignment with the City's broader process efficiency objectives.
- Oversees goals, CUPs, contract closeouts, requests for modifications (RFMs), and good faith efforts administration.
- Provides developmental training for direct reports to ensure continuous improvement and professional growth.
- Develops a strategic plan for CMD, identifying areas for improvement in task processing and operational effectiveness.
- Collaborates with internal departments and external sectors to streamline contract processes while ensuring efficiency, accuracy, and compliance with the City's Code of Ordinances.

Qualifications
REQUIRES an accredited Bachelor's degree and 3 years of professional experience in the application of contract or code review and compliance; government programs analysis; human relations; civil rights; personnel administration, investigations or grievances; or equal employment claims and investigations which includes supervision or training of staff and stakeholders. (A Juris Doctorate may substitute for one year of experience.)

For positions with a salary grade of EX6 or higher that require an accredited degree, qualifying professional experience must be obtained AFTER the accredited degree is obtained.
Successful completion of a pre-employment criminal history/background check is required for all positions. Some positions require a post offer drug screen and/or physical.
If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
