Human Resources Analyst with a strong background in program development, community engagement, marketing, and career pathway program support for youth-oriented and vulnerable population initiatives. This position plays a key role in supporting, promoting, and expanding youth employment programs, internships, and outreach campaigns that foster opportunity.
Candidates will bring creativity and strategy to HR-led youth engagement efforts and possess experience in coordinating programs, analyzing program effectiveness, and marketing public-facing services to diverse communities.
Typical duties may include, but are not limited to the following:
- Design, implement, and evaluate youth-focused HR programs (e.g., employment, internships, career pipelines, and outreach for underserved communities).
- Serve as HR liaison to County departments, schools, and community partners to promote youth participation.
- Lead marketing and outreach efforts, including social media, digital campaigns, presentations, and materials.
- Track program metrics, ensure compliance, and prepare reports for leadership and the Board of Supervisors.
- Manage contracts, MOUs, and vendor partnerships supporting youth services.
- Support recruitment, onboarding, and orientation of youth participants and interns.
- Collaborate with internal HR units to align youth programs with workforce planning.
- Conduct surveys and stakeholder engagement to drive program improvements.
- Ensure compliance with labor laws and County policies.
- Develop career bridge programs to expand community access to County jobs.
- Plan and execute program activities, timelines, and resources.
- Coordinate internships, apprenticeships, and employment initiatives aligned with County needs.
- Monitor program progress, analyze performance data, and implement improvements.
- Partner with businesses to align programs with workforce trends.
- Facilitate workshops and trainings for participants and stakeholders.
- Mentor youth participants and support their career development.
- Integrate best practices and innovative strategies into program design.

Bachelor's degree from an accredited college or university in Business or Public Administration, Behavioral/Social/Health Science, Human Resources Management, Organizational Psychology, Communications/Marketing or a closely related field.
ANDOne (1) year of experience in workforce development, community outreach, and program coordination, which includes marketing and working with youth, vulnerable populations, and overseeing programs to support youth and career development services.

- Strong communication skills and the ability to develop inclusive marketing materials and campaigns.
- Experience collaborating with schools, nonprofits, or government agencies.

- Be a team player with a positive attitude and ability to work cooperatively with peers and clients.
- Possess outstanding analytical skills and be an innovative problem solver
- Excellent organizational skills with the ability to take initiative, adapt, prioritize and multi-task in a fast-paced environment.
