    Position Description

    The City of Tacoma is seeking a motivated & experienced Emergency Management Analyst to join ourEmergency Management team at the Tacoma Fire Department.You will play a crucial role in supporting and coordinating community emergency preparedness initiatives for the City of Tacoma and minimizing the impacts of disasters on the public, businesses, and the environment. This position provides the opportunity to lead the Tacoma Community Emergency Response Team (C.E.R.T.) Program and collaborate with community stakeholders to enhance public outreach and education.

    Key Responsibilities:
    • Develop, review, and update comprehensive emergency plans (e.g., CEMP, COOP/COG, Mitigation Plan, Inclement Weather Plan)
    • Manage and deliver the Community Emergency Response Team (C.E.R.T.) program including training, exercises, and volunteer coordination
    • Organize public education and outreach events, create and present educational materials to various community audiences
    • Build and maintain partnerships with internal City departments, Tacoma Public Utilities, and external agencies across local, county, state, and federal levels
    • Plan and participate in Emergency Coordination Center (ECC) activations and exercises; assist in developing Incident Action Plans (IAPs), Standard Operating Procedures (SOPs), and ECC job aids
    • Perform on-call responsibilities during evenings and weekends as needed for emergency response support as a duty officer
    • Assist with emergency management grants and oversee logistics, procurement, and inventory in compliance with purchasing policies
    • Set up, lead, and support emergency management-related meetings, trainings, and exercises


    Qualifications

    Minimum Education*
    Bachelor's degree in emergency management, homeland security, business or public administration or directly related field

    Minimum Experience*
    2 years of experience in emergency management

    Licensing, Certifications and Other Requirements
    FEMA Incident Command System (ICS) 100, 200, 300, 400, 700 & 800 Training
    Washington State Driver's License
    Some positions may require additional licenses and certifications

    *Equivalency: 1 year of experience = 1 year of education

    Knowledge & Skills

    • Understanding of emergency management principles and practices, including mitigation, preparedness, response, and recovery
    • Ability to develop materials and present to diverse audiences in public education, training, and outreach settings
    • Capable of conducting research, facilitating policy discussions, and drafting clear and actionable emergency plans
    • Skilled in fostering interagency cooperation and working effectively with diverse stakeholders and community groups
    • Ability to manage multiple projects, coordinate logistics, track inventory, and meet deadlines under pressure
    • Able to respond effectively in dynamic emergency environments, make sound decisions, and remain calm under stress
    • Proficient with standard office software, emergency management tools, and administrative processes related to grant tracking and procurement

    Other Employment Information

    Direct Deposit: Employees are paid on a bi-weekly schedule by direct deposit.

    Salary Increases: Based on satisfactory job performance, the City provides for a regular progression of salary increases for most classifications according to the salary schedule.

    Union Affiliation: Many job classifications are covered by union security provisions which require union membership, dues, or payment of equivalent service fees.
