    The Assistant Director supports the Director of Public Works in managing the operations, staff, and direction of the department. This role helps oversee multiple divisions, including streets, stormwater, water/wastewater, and meter reading. The Assistant Director provides guidance on planning, maintenance, construction, and compliance activities while ensuring high-quality service delivery to residents.

    Essential Duties and Responsibilities

    • Assists in leading and coordinating the activities of Public Works divisions, including Streets, Stormwater, Water/Wastewater, and Meter Reading.
    • Provides direction and oversight to division superintendents and supervisors.
    • Helps develop and implement policies, procedures, and work plans for efficient operations.
    • Reviews and monitors construction projects, maintenance programs, and contract work for compliance with city standards.
    • Assists with preparing budgets, cost estimates, and reports.
    • Coordinates with other City departments, contractors, and consultants to ensure project success.
    • Provides input on capital improvement planning, infrastructure needs, and maintenance strategies.
    • Responds to resident inquiries and resolves operational issues in a timely manner.
    • Performs related duties as assigned.

    Supervisory Responsibilities
    Manages one or two direct reports (superintendents) who supervise employees in the Stormwater, Streets, Water/Wastewater, and Meter Reading. Manages the City engineer and oversees all aspects of the engineering department. Is responsible for the overall direction, coordination, and evaluation of these units. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

    Education and/or Experience

    • Required:
      • Extensive experience in public works operations, with a strong background in one or more areas such as streets, stormwater, drainage, water, wastewater, or construction management.
      • Demonstrated supervisory or management experience leading teams in a municipal or utility/public works setting.
      • Knowledge of municipal codes, ordinances, and standard practices in public works operations.
      • Strong organizational, communication, and problem-solving skills.
    • Preferred but Not Required:
      • Experience working in a municipal government setting.
      • Familiarity with FEMA, TxDOT, and NCTCOG standards and regulations.
      • Proficiency in project management, budget preparation, and contract administration.


    Certificates, Licenses, Registrations

    • Must have or be able to obtain a valid Texas Class C Driver’s License.
    • Other relevant certifications (such as stormwater or wastewater licenses, floodplain management, or supervisory training) are desirable but not required.
