Deputy General Counsel- DOLIR / Office of the General Counsel (OGC)

Annual Salary Range: $ 95,000-106,000

What you will do:
• Serve as the deputy to the Department’s General Counsel
• Provide legal support to the Division of Workers’ Compensation (DWC) on matters including, but not limited to, proof of coverage, , medical fee disputes, Line of Duty Compensation Fund, Tort Victims Compensation Fund, Second Injury Fund, self-insurance, and fraud/noncompliance
• Provide legal support to the Division of Employment Security (DES) on matters related to Missouri’s Employment Security Law
• Provide legal support to the Division of Labor Standards (DLS) on matters including, but not limited to, minimum wage, prevailing wage, child labor, worker safety, and mine/cave safety;
• Provide legal support as needed to the State Board of Mediation and the Missouri Commission on Human Rights
• Ensure responses are made to subpoenas, fiscal notes, legislative proposals, constituent requests and records requests pursuant to the Missouri Sunshine Law
• Prepare legal opinions, memos, and guidance as requested by Department and Division leadership
• Prepare and review contracts, leases, and other legal documents
• Represent the Department before administrative tribunals on matters pertaining to unemployment tax, unemployment benefits, and prevailing wage
• Represent the Department in circuit court on matters including, but not limited to, collections, bankruptcy, and defense of liens on real property
• Prepare appellate briefs in cases involving unemployment benefits and argue such cases in the Missouri Court of Appeals
• Assist in responding to comments and inquiries from private citizens and public officials
• Represent the Department at meetings, seminars, and conferences, both within and outside of the State of Missouri, involving stakeholders, citizens, and government officials
• Serve as back-up to the General Counsel in their absence
Minimum Qualifications
• Licensed to practice law in the State of Missouri
• A member in good standing with the Missouri Bar
Preferred Qualifications
• Two years of legal practice in state administrative law, workers’ compensation, employment law, civil litigation, or related fields
• Experience representing clients or agencies before administrative tribunals, circuit courts, and/or appellate courts
• Ability to effectively present information to senior management and in meetings (both in-person and virtual)
