DPW ABOUT THE POSITIONThis recruitment is to fill one (1) Senior Accountant vacancy with the Administrative Division in the Department of Public Works. Senior Accountant) in the Department of Public Works Accounting Division plays a lead role in year-end close activities, ensuring accurate expenditure and revenue recording. Reporting to the Administrative Services Associate, this position leads the implementation of GASB standards, mentors and oversees junior accounting staff, and recommends process improvements to enhance compliance and operational efficiency.
The Senior Accountant serves as a primary contact for audit inquiries and supports the development of fiscal reports and analysis. They also coordinate with accounting staff across County departments to ensure proper interdepartmental charge recording and efficient invoicing to internal and external clients served by DPW’s 22 divisions. Additionally, the role includes assisting with payroll record preparation, review, and reconciliation.
ABOUT YOUOur Highly Qualified Candidate is a forward-thinking and experienced accounting professional with a strong foundation in governmental accounting, GASB standards, and public sector audit practices. They bring expertise in year-end close, audit coordination, financial reporting, internal controls, and reconciliation, including payroll and interdepartmental transactions.
As the first to serve in this newly established role, the ideal candidate will be a proactive leader who can help shape procedures, mentor junior staff, and promote efficiency across the Department of Public Works’ 22 divisions. They are skilled at identifying process improvements, implementing best practices, and using ERP and reporting tools to support accuracy, transparency, and compliance.
Excellent communication, collaboration, and analytical skills are essential, along with a commitment to public service, integrity, and innovation in financial operations.
QUALIFICATIONS KNOWLEDGE OF- Basic supervisory principles and practices.
- Applicable federal, state and local laws, codes, rules, regulations and policies.
- Practices, methods and procedures in bookkeeping, accounting and auditing operations.
- Government accounting systems, procedures and regulations.
- General purposes and functions of data processing equipment used in accounting activities.
- Computer applications related to accounting, including integrated ERP system, department specific legacy systems, and spreadsheet and database applications.
- Standard office practices and procedures, including the operation of standard office equipment.
- Professional knowledge of GAAP, GASB and other professional guidelines.
ABILITY TO- Understand and interpret applicable principles, laws, rules, regulations and procedures.
- Understand transactions and reconcile them among accounting documents to insure proper recording of accounting codes and classifications to detect errors rapidly and efficiently.
- Work closely with staff to maintain a high level of integrity and confidentiality when dealing with sensitive and complex issues.
- Provide lead directions and training to subordinate staff.
- Audit, analyze and evaluate complex financial and statistical data.
- Prepare, maintain and reconcile a variety of complex accounting and financial records, documents and reports.
- Establish and maintain effective working relationships with those contacted in the course of work.
- Communicate effectively, both orally and in writing, to management and non-management personnel.
- Use various computer applications and software in support of accounting activities.
MINIMUM QUALIFICATIONS Equivalent to graduation from a four-year college or university with major course work in accounting, business administration, economics or a field related to the work, which has included a minimum of 12 semester (18 quarter) units in accounting and three years of professional accounting experience.
Experience within a public agency is highly desirable. Additional professional or technical experience may be substituted for the education on a year-for-year basis, provided there is no substitution for the specific accounting education unit requirements as listed.
