Annual Salary: $72,000 - $76,000
Compensation Dependent on Qualifications & Direct Experience
The salary indicated represents a base pay rate. If the individual selected is eligible for a pay differential (e.g., years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.

This is an exciting leadership opportunity within the Missouri Department of Economic Development (DED) Community Solutions Division. Specifically, the Division is seeking a Manager for our Community Finance Team, who will be accountable for administering multiple programs for the State of Missouri and leading a team of five professionals that are responsible for administering the programs and ensuring compliance with the laws, regulations, and policies.
Program Administration
• Directs and assists in the overall planning, development, and administration of community programs for the assigned area of responsibility. Some examples of existing programs are Neighborhood Assistance Program, Youth Opportunities Program, Military Community Reinvestment Grant, and more.
• Ensures program compliance, recordkeeping, and statutory reporting.
• Compiles and communicates accurate program data upon request.
• Reads and interprets new or updated statutes to determine administrative requirements for future program administration.
• Analyzes and prepares responses for fiscal notes.
• Testifies in Legislative Hearings as needed on programs responsible for in the House and Senate.
• Composes, edits, and distributes professional communications and documents for public release, ensuring accuracy and message effectiveness.
• Maintains effective communication channels and collaborates seamlessly with internal divisions and external collaborators.
Personnel Supervision
• Mentors, guides, and inspires a team of four full-time direct reports to achieve high performance.
• Directs and assists personnel in developing and managing programs and policies in the assigned area of responsibility; reviews programs to ensure compliance with laws, regulations, and policies.
• Selects, trains, directs, manages, and evaluates staff in area of assigned responsibility.
• Establishes timelines, goals, and review thresholds of expectations of performance.
General
• Participates in developing, implementing, and interpreting new or revised programs and initiatives.
• Represents DED at conferences, training sessions, and meetings relating to redevelopment, community development, or other types of economic development.
• Monitors expenditures according to budget allocations/appropriations; recommends and initiates cost-saving measures.
• Exercises considerable independence, initiative, and judgment in planning and coordinating community and economic development programs under general direction; work is reviewed through conferences, reports, and evaluation of operational results.
• Performs other related work as assigned.
Education
• Bachelor’s degree with an emphasis in Business or Public Administration, Finance, Accounting, Community or Economic Development, Economics, or a closely related field; AND
• 4+ years of relevant work experience

Previous Experience
• Demonstrated ability to read, interpret, and apply statutes, policy, and regulations.
• Successful track record of managing and developing teams, including:
• Instilling team accountability and performance management.
• Empowering teammates to act independently, including effective training and delegation.
• Resourcefulness and creative problem-solving.
• Successful project management experience involving internal and external stakeholders.
Skills
• Ability to distil, interpret, and communicate key data and make informed decisions and recommendations.
• Demonstrated ability to analyze complex issues, identify root causes, and propose effective solutions.
• Demonstrated ability to set and execute a strategic vision.
• Proficiency and passion for operational excellence and continuous improvement. Familiarity with and experience implementing Lean/Six Sigma concepts strongly preferred. Ideal candidate would be open to further developing these skills.
• Ability to identify and use data and best practices to guide decisions and operations.
• Excellent communications skills, both written and verbal.
• Able to help DED teammates and customers understand complex topics (e.g. economic development redevelopment programs).
• Committed to exceptional customer service.
• Able to work independently with little supervision, and exercise sound independent judgment.
• Able to demonstrate regular and reliable attendance.
• Ability to analyze and evaluate programmatic policies and operations and formulate recommendations.
