About the DepartmentThe City of San José Housing Department is a leader in the development of affordable housing. Its mission is to strengthen and to revitalize our community through housing and neighborhood investment. With an operating budget of approximately $119 million annually and 112 employees, the department administers multiple local, state, and federal funds. Position DutiesThe Department of Housing is looking to fill several Student Intern/Graduate Student Intern vacancies in the following Divisions:
- Policy: The position is to assist the Policy Team in the research and development of a policy paper and/or informational papers for City Council’s approval. This position works in the Housing Policy and Planning Division. The team consists of 3 members . This position reports to the Assistant to the Director. The position is expected to work up to 20 hours per week
- Grants Administration: This position will assist the Grants Division with the oversight and administration of approximately $100 million in local, State and federal grants. This program provides grant and contract administration of nonprofit agencies and City programs that receive Community Development Block Grant (CDBG), Home Investment Partnership Program Grant (HOME),?Emergency Solutions Grant (ESG),?and Housing Opportunities for Persons with AIDS (HOPWA) programs and the locally funded Housing Trust Fund. The position also manages one-time funding sources such as Homeless Housing, Assistance, and Prevention (HHAP) Grants. The Grants Division consists of a team of 12 staff.
- Residential Development - Production and Preservation: This position will assist the Residential Development Division with tasks supporting the processing of new multifamily financing proposals for new construction and preservation of affordable housing. The City of San José Housing Department is a leader in the development of affordable housing. The Residential Development Division provides loans for the development of affordable housing and manages a portfolio of over 17,000 housing units with a total value that exceeds $700 million. The Residential Development Division consists of a team of 13 staff.
Minimum QualificationsSTUDENT INTERN: Current enrollment in an accredited college or university in an undergraduate or graduate program.
GRADUATE STUDENT INTERN: Completion of a Bachelor's Degree and current enrollment in a Master's degree program from an accredited college or university.
LICENSE: Possession of a valid driver's license authorizing operation of a motor vehicle in the State of California may be required for some positions.

The salary ranges for this classifications: Student Intern Salary Range - $15.86 - $22.65/hourly (unbenefitted)
Graduate Student Intern Salary Range - $20.52 - 30.30/hourly (unbenefitted)
This amount
includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates’ qualifications and experience.
The City of San José Internship Program is designed to help students gain professional public sector work experience pertaining to their academic area of interest and/or study. This is an exceptional opportunity to build networking, communication, and analytical skills. In addition, internships at the City of San José are project-based and can help steer students into a possible career direction.

Interns at the City have flexible hours to work around their school schedules. Undergraduate interns generally work between 20-30 hours per week and graduate interns work between 25-40 hours per week.

Part-time positions(less than 40 hours per week) are required to participate in the City’s PTC 457 Deferred Compensation Plan per Federal regulations. Employees are required to contribute 3.75% of gross earning and the City contributes a matching amount of 3.75%. The funds contributed by the City are 100% vested upon initial deferral and will be held in in a stability of principal investment. This plan is in lieu of social security and does not include any healthcare benefits or contributions.
Part-time employees may elect to contribute additional retirement savings through the City’s Voluntary 457 Deferred Compensation Plan. Additional Information on both plans can be found on the
