    Job Location: Base location is negotiable. The position supervises one ROYALS worker in the SW, NE, NW, KC, and STL. Travel will be required throughout the state.

    I ndividual(s) selected for this position may receive a higher rate based on a pay differential (e.g. shift, or time-of-service pay).

    The ROYALS unit works intensely with older youth to help improve their outcomes as they transition from foster care to independence. They provide hands on assistance with practical life skills such as educational attainment, housing, employment, permanent connections, community resources, healthcare, financial management, etc. to ensure every youth feels prepared to leave Children's Division custody and become successful adults.

    Key Responsibilities include:



    § The ROYALS supervisor screens all referrals to ensure youth are appropriate for the ROYALS. This includes reviewing the referral form, looking through FACES, and holding a transfer staffing before a case is accepted into the unit.

    § The ROYALS supervisor will hold, at least, monthly case consults with each ROYALS specialist to discuss the youth assigned to the worker.

    a. Conversations that occur outside of the scheduled case consult will be documented as needed.

    § The ROYALS supervisor will hold weekly group supervision with the unit that focuses on supporting staff in their ongoing work with older youth. This group staffing is an opportunity to share successes, talk through struggles, share resources, and build relationships/teamwork.

    § The ROYALS supervisor will ensure that all IAP goals are up-to-date and reflective of the youth’s wants and needs. The supervisor is expected to ensure completion dates are entered in the goals/tasks.

    § The ROYALS supervisor is responsible for supporting each caseworker in their work with older youth. The supervisor needs to understand the vulnerabilities of these youth, the resources available to the youth (ETV/CCE/Job Corps/etc.), OY policies, and placement options available for older youth (FHO/RHO/TLA/TLG/TLS/ILA).

    § The ROYALS supervisor will attend FST meetings with the caseworker and ensure older youth are invited and meetings are scheduled when youth can attend. The supervisor is also responsible for ensuring the caseworkers invites all parties to the FST (youth, DJO, GAL, placement, Chafee, parents, service providers, etc.)

    § The ROYALS supervisor will ensure all IAP goals, Adolescent FST Guides, and SSPs are discussed at each FST and are updated every 6 months. The dates of the IAP goals and FST Guide should match the date of the FST.

    § The ROYALS supervisor will conduct quarterly home visits with each caseworker.

    § The ROYALS supervisor is responsible for continually messaging to the region(s) about openings in the ROYALS unit, criteria for referrals, and any other information pertinent to a full understanding of the work this unit is doing.

    § The ROYALS supervisor will ensure exit planning begins with youth 1 year prior to their exit date. This planning will be revisited at 6 months and again at 90 days. Exit planning will include an in-depth review of the Exit Packet, re-entry policy (if youth is under 21 when exiting), FYI Housing Voucher Program, and the Exit Planning Document.

    § The ROYALS supervisor will ensure all youth in the ROYALS unit have a Permanency Pact Agreement completed with, at least, one important adult in the youth’s life.

    § The ROYALS supervisor is responsible for reviewing cases to ensure all contacts, court hearings, FSTs, medical information, informed consent, Chafee information, EAS authorizations, etc. are entered and up-to-date.

    § The ROYALS supervisor will attend Child Advocacy Day, MYLA graduation celebration, SYAB Older Youth Empowerment conference, and any other activity identified by the Older Youth Program Coordinator.

    § The ROYALS supervisor will hold caseworkers accountable for the requirements of their work in this specialized unit, including but not limited to: adhering to the philosophy of the ROYALS unit, attending Child Advocacy Day, participating in MYLA, attending SYAB conference, providing hands-on-assistance to youth, understanding policy, building relationships and engagement with youth, increasing positive outcomes, etc.

    § The ROYALS supervisor will participate in MYLA and Child Advocacy Day.

    § The ROYALS supervisor will approach their work, and the requirements of this unit. with enthusiasm and excitement in order to encourage the same response from caseworkers.

    § The ROYALS supervisor will utilize the monthly spreadsheet sent by the OYTS to determine areas of need and improvement within their unit.

    § The ROYALS supervisor will hold in-person staff meetings, at least, quarterly.

    § The ROYALS supervisor will track monthly outcomes.

    § The ROYALS supervisor will track exiting outcomes of youth leaving care.

    § The ROYALS supervisor will provide training, as needed, to ROYALS staff.

    § The ROYALS supervisor will be well-versed in older youth policies and resources.

    § All policy requirements outlined in the CWM and/or CD memos will be followed.

    § Any other duties as assigned by the Older Youth Program Coordinator.



    Minimum Qualifications

    High School Diploma or High School Equivalent and Nine or more years of professional experience with a public or private agency in the delivery of protective services, including casework/case management in: investigation of abuse or neglect; coordination of foster care, adoptions, and family centered services; treatment/rehabilitation; and/or providing in-home family crisis intervention services, and possession of a valid vehicle operator’s license.

    OR

    One or more years of experience as a Social Services Specialist (III) or Senior Social Services Specialist with the Missouri Uniform Classification and Pay System.

    OR

    Three or more years of experience as an Associate Social Services Specialist and/or Social Services Specialist (II) with the Missouri Uniform Classification and Pay System.

    OR

    A Bachelor’s degree from an accredited college or university preferably a degree in Social Work or comparable human services field (Substitutions allowed); and,

    Five or more years of professional experience with a public or private agency in the delivery of protective services, including casework/case management in: investigation of abuse or neglect; coordination of foster care, adoptions, and family centered services; treatment/rehabilitation; and/or providing in-home family crisis intervention services, and possession of a valid vehicle operator’s license.

    (A combination of earned credit hours from an accredited college or university in the preferred fields such as social work, family and child development, special education, psychology, sociology, or related behavioral sciences and experience described may substitute for the stated qualifications. 30 credit hours are equivalent to 1 year of experience. Professional experience as described must be of a substantial period of time (over 50% of time)).
