    Job Summary

    This position is a temporary, limited - term, full-time assignment.

    Incumbents are classified as temporary employees and are employed for a period not-to-exceed one year from date of employment.

    REPORTING RELATIONSHIP:

    Reports to: Operations Supervisor, Buildings

    Supervises the following positions: N/A

    DEFINITION : Under immediate (Welder I) to general (Welder II) supervision performs skilled welding and fabrication work in the repair, installation, and modification of District facilities such as water reclamation plants, booster and lift stations; performs fabrication tasks for light and heavy equipment maintenance; reads and interprets blueprints and schematics; and performs related work as required.

    CLASS CHARACTERISTICS: This is the entry-level classification in the Welder series. Initially under close supervision, incumbents learn and perform routine metal fabrication duties. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the Welder II level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.

    Essential Functions

    EXAMPLES OF TYPICAL JOB FUNCTIONS:
    • Plans and lays out work from sketches, blueprints, job requisitions or verbal instruction; identifies measurements and position of items to be welded or fabricated; assesses appropriate equipment and methods; monitors equipment to ensure temperature conditions are optimal; schedules and coordinates activities with other departments.
    • Performs a range of arc and gas welding assignments and tasks including pipe welding, TIG welding, Oxygen/Acetylene and Plasma cutting; lift and well site fabrication and maintenance; locking devices and anti-theft deterrent components; and fabrication of spools and manifolds.
    • Performs welding repair, fabrication and installation for heavy equipment and fleet vehicles.
    • Performs metal fabrication by cutting, shaping, drilling, and welding with both electric and gas welding equipment.
    • Repairs, modifies, installs, and/or rebuilds metal fixtures, structural parts of buildings, machinery, and other structures utilizing welding and fabrication skills.
    • Researches new operational methods and techniques for application to assigned tasks.
    • Performs welding fabrication and repairs related to miscellaneous valve wrenches, irrigation systems, meter readers as well as electrical fabrication repair requests.
    • Keeps records and informs supervisor of materials and supplies needed for completion of assignments.
    • Maintains records of job completion and makes reports as directed.
    • Assist field crews with overall completion of assigned work.
    • Performs shop maintenance and cleaning.
    • Observes and complies with District and mandate safety rules, regulations, and protocols.
    • Performs other duties as assigned.

    Minimum Qualifications

    MINIMUM QUALIFICATIONS
    Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

    Education: Equivalent to a High School Diploma, supplemented by specialized training or coursework in welding and fabricating or a related field.
    Experience: Two (2) years of journey level experience in gas and electric welding fabrication and repair on all metals.
    Licenses and Certifications:
    • Possession of a valid California Driver’s License, to be maintained throughout employment.
    • Possession of structural AWS welding certification to be maintained throughout employment.


    Knowledge of:
    • Practices and procedures of shop and field welding.
    • Materials, processes, and techniques used in the welding and fabrication trades.
    • Methods and techniques of reading and interpreting diagrams, drawings, schematics, specifications, and blueprints.
    • Methods and techniques of diagnosing equipment malfunctions.
    • Principles and practices for framing; speed and combination squares; plasma, torch and air arc cutting; fabricating pipe joints; heat treating; and tempering methods.
    • Properties and types of metals utilized in structural welding or repairs.
    • Operational characteristics of a variety of tools and equipment used to perform assigned duties.
    • Principles and procedures of record keeping.
    • Mathematical principles and calculations.
    • District and mandated safety rules, regulations, and protocols.
    • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and District staff.
    • Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
    • The structure and content of the English language to effectively perform the work.
    • Operational characteristics, and the safe and proper use of, machinery, tools, equipment, and materials necessary to perform assigned duties


    Ability to:
    • Perform a diverse range of welding tasks, including welding wet and through water, on live pressurized mains, and in the maintenance and upkeep of facilities and equipment.
    • Troubleshoot and fix equipment for optimal usage.
    • Use precision and diagnostic instruments to measure tolerances.
    • Monitor and ensure optimal temperature and conditions for specific jobs.
    • Fabricate and repair a wide variety of parts, equipment, and tools.
    • Safely and effectively operate, repair, and maintain a wide variety of hand, power, and shop tools and equipment used in work performed.
    • Complete accurate measurements and estimate necessary materials and equipment to complete assignments.
    • Read, interpret, and work from diagrams, drawings, schematics, specifications, maps, and blueprints .
    • Use shop mathematics to make calculations.
    • Maintain accurate logs, records, and basic written records of work performed.
    • Coordinate work assignments with other divisions or departments.
    • Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.
    • Understand and carry out oral and written instructions.
    • Use tact, initiative, prudence, and independent judgment within general policy and procedural guidelines.
    • Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.
    • Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
    • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
