Job Description:Permit and Licensing Review AnalystPurpose:
This position is responsible for performing a wide variety of technical and specialized duties to ensure compliance with applicable City codes and ordinances, for permitting plans and licensing requirements.
Duties, Functions and Responsibilities:Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Performs a variety of technical work involved in the acceptance, review, processing and issuance of all types of permits and licenses issued by the City.
- Screens and directs calls and/or public visitors; provides permit information including quoting and calculating fees and suggesting types of permits needed; answers questions and provides information, including applicable codes and regulations.
- Receives citizen complaints and questions, refers them to appropriate department or staff member for resolution.
- Reviews and interprets plans and specifications to determine compliance with related City codes, ordinances, and submittal requirements.
- Red-lines and notes features on plans needing revision in order to meet code requirements, participates in meetings to resolve conflicts with plans.
- Provides information to contractors, property owners, development professionals, and the general public regarding the interpretation and application of City policies, procedures, and licensing requirements.
- Prepares permits for issuance, assists in the scheduling of and keeping of records of reviews or inspections, keeps records of and provides billings of fees; ensures proper filing and logging of plans, and related documents for the permanent record.
- Assists in the development and maintenance of procedure and policy manuals.
- Reviews development applications to ensure that all required documents are included in the submittals.
- Performs field visits as required to review issues of non-compliance in regards to building, codes, right-of-way, and zoning law and ordinances.

Preferred Qualifications:- Experience with permit application intake and processing.
- Ability to work and communicate effectively with all levels of employees and external customers while conveying a positive, service-oriented attitude.
- Ability to work both independently and in a team environment.
- Advance proficiency in records management databases or software applications to complete assigned tasks.
- Intermediate to advance knowledge of Microsoft Office Suite (Outlook, Excel and Word) assigned tasks.

Notes to Candidate:The Permit and Licensing Review Analyst position is responsible for providing a wide variety of technical and specialized duties to ensure compliance with applicable city codes and ordinances for fire inspections, permitting and licensing requirements. The responsibilities include providing support to the Prevention Division - Special Events Section, assisting with permit application processing and Special Events projects.
- Processes all Special Events permit applications and associated fees.
- Provides assistance to internal and external walk-in customers.
- Answers telephone calls to assist or routes callers to appropriate personnel.
- Open, sorts, reads, prioritizes and routes incoming mail and emails to appropriate personnel.
- Creates and sends out notices for renewal of permits.
- Resolves payment discrepancies and reviews all end-of-day transactions for accuracy.
- Participates in the cross-training program:
- Collaborating with other support personnel to create, identify, and report on areas within the program.
- Serve as a backup to other sections with the division.
- Assist with training of new staff; and
- Creates/Edits/Updates Standard Operating Procedures for the Prevention Division.
- Using independent judgment performs data analysis, problem solving and recommends policy and process improvements.
- Prioritizes conflicting needs; handles matters expeditiously, proactively, and follows-through on projects to successful completion, often with deadline pressures.
- Files and retrieves documents, records and reports.
- All other duties as assigned.
