    The Port of Oakland is currently recruiting for the position of Assistant Director of Aviation. Under administrative direction, works closely with the Director of Aviation in directing and administering the aviation programs of the Port of Oakland in accordance with the mission, goals, and objectives as articulated by the Executive Director and approved by the Board of Port Commissioners; ensures compliance with Federal, State and local laws, rules, and regulations pertaining to aviation.

    Examples of Duties

    Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed. Incumbent may perform other related duties at the equivalent level.
    • Provides support in the planning, organization and overall direction of the work at Oakland International Airport to ensure safe, effective and efficient airport operations.
    • Confers with the Director for overall instructions and policy guidance.
    • Assists the Director with long and short range planning by forecasting for aviation needs and formulating recommendations for major expansion programs and airport system capital improvements.
    • Directs the enforcement of federal, state, and local rules and regulations governing airport operations; oversees the reporting to proper authorities.
    • Develops and administers the branch budget; monitors budget performance against projected performance to ensure that budget objectives are met; initiates or recommends corrective action on budget variances.
    • Through subordinate supervisory personnel, assigns, trains, supervises and evaluates a large, diverse airport staff.
    • Reviews operational reports, develops recommendations, and prepares proposed changes as necessary for the continued efficiency of airport operations and maintenance activities.
    • Acts as Port and Airport representative to passenger and cargo airline fixed base operators, other airport users and tenants, federal, state, and local agencies, special interest groups, the media, and the general public relative to various phases of airport operations, to the development and use of the airport facilities, and to problems, complaints, and inquiries involving the airport and its operating practices and procedures.
    • Provides interface with federal air traffic control facility managers to ensure airport operational coordination with air traffic control regulations and procedures.
    • Determines the needs for and recommends new construction, alterations, and maintenance of airport facilities, equipment, and appurtenances; coordinates airport construction activities with flight and ground operations.
    • Directs the inspection of airport facilities such as runways, ramps, taxiways, lighting, buildings, roads, water systems, gas lines, assigned vehicles, etc. for proper maintenance, compliance with established safety requirements, and needed repairs and improvements.
    • Directs the opening and closure of the entire airport (or portions of it) to aircraft operations based upon airport conditions and related safety factors such as inclement weather, construction, or other unsafe conditions.
    • Represents the Port and Airport at meetings and conferences of aviation committees and associations, chambers of commerce, commissions, boards, governmental agencies, and other civic and interested groups.
    • Acts as Director of Aviation in his or her absence, as authorized, to ensure that necessary functions are performed.
    • Prepares operational records and reports.
    • Performs related duties as assigned.


    Minimum Qualifications

    EDUCATION AND EXPERIENCE

    This position requires a combination of education and experience reflecting possession of the required knowledge, skills, and abilities. A typical combination would include graduation from an accredited college or university with a bachelor's degree in airport management, business administration, public administration or related field plus at least seven years of full-time paid managerial or supervisory experience in airport management, airport operations or airport finance and administration.

    KNOWLEDGE, SKILLS AND ABILITIES

    To perform the typical tasks and duties of the position successfully, the knowledge, skills and/or abilities listed below are required.

    Knowledge of:
    • Principles and practices of administrative management, including goals and development, work planning and budgeting.
    • Principles and practices of effective leadership and staff supervision, including selection, training and development, dynamics of line-staff relationships, techniques of effective interpersonal communications and relations, effective problem solving and decision making techniques, planning and delegating work, performance evaluation, positive recognition methods, and progressive discipline.
    • Local, state, and federal laws, rules, and regulations regarding airport operations, maintenance, security and certification.
    • The principles and practices of total airport administration and operations.
    • Modern aviation and airport industry standards, policies, practices and rules.
    • City charter, Port ordinance, board of port commission by-laws and administrative rules and Port policies and procedures.
    Ability to:
    • Plan, organize, administer, coordinate and evaluate a variety of large and complex services and programs.
    • Analyze complex technical and administrative problems, evaluate alternative solutions and adopt effective courses of action.
    • Develop and implement goals, objectives, policies, procedures, performance standards and internal controls.
    • Make clear and concise decisions based on complex financial information.
    • Select, motivate and evaluate staff, provide for their training and development, and exercise disciplinary action in a positive and effective manner.
    • Establish and maintain cooperative and effective working relationships with a variety of individuals, port and city staff and the general public.
    • Facilitate dialogue around a variety of issues with good consensus building skills.
    • Maintain and exhibit discretion and integrity when handling sensitive information.
    • Prepare and present clear and concise written and oral reports and related materials.
    • Exercise sound and effective judgment.
    • Provide effective leadership, initiative and motivation.


    THE SELECTION PROCESS

    Stage I: Application and Supplemental Questionnaire Evaluation (Pass/Fail) - The first stage in the selection process will consist of an application and supplemental questionnaire appraisal review (pass/fail). Applications submitted without a completed supplemental questionnaire will not be given further consideration. Meeting the minimum qualifications does not guarantee advancement to the next stage. Only the most suitably qualified candidates will be invited to Stage II.

    Stage II: Assessment Examination (Weighted 100%) - The second stage of the selection process may consist of a combination of job-related situational project exercises and an oral panel interview designed to assess technical knowledge and any additional KSAs. Job-related situational project exercises may consist of written exercises, performance exercises or other situational exercises that would assess the KSAs. The Assessment Examination is designed to test the applicant’s overall aptitude for the position.

    Candidates must achieve a scale score of 70 or more on this examination to be placed on the hiring list for employment consideration . The Port reserves the right to modify the selection process, as necessary, to conform to administrative or business necessity.

    Additional Requirements

    Must possess a valid California Class C driver license at the time and for the duration of appointment.

    This classification requires each incumbent to successfully complete a Transportation Security Administration (TSA) background check, which will include a fingerprint-based Criminal History Records Check (CHRC) and a Security Threat Assessment (STA), prior to being considered for this position. In addition, the incumbent in this position will be required to complete and pass a U.S. Customs Airport Security Program Check (19CFR122.182). This status must be maintained for the duration of employment at the Airport.

    Must be available for on-call duty as required by emergency situations, or as required for uninterrupted Port operations.

    Time Away from Work
    • From 2 to 5 weeks of vacation depending on years of employment at the Port.
    • 10 days of management leave for employees exempt from the Fair Labor Standards Act (FLSA).
    • 1 paid Floating Holiday per year.
    • 12 days of sick leave per year after three months of employment which includes 4 days of personal leave.
    • 13paid holidays as well as the second half of the shift on December 24 and December 31.
