    Job Description:

    Business Process Specialist

    Purpose:

    Under general supervision, this position performs professional level work involving research and analysis of a variety of routine/semi routine administrative and operational support duties in the area of project management, quality management, performance measurement, change management and business process improvement. Provides support and assistance to senior process consultants, auditors and team leaders.

    Duties, Functions and Responsibilities:

    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

    • Assists in planning, executing and closing projects in a variety of operational and/or administrative situations related to specific assignments/areas.
    • Develops and maintains databases to support data analysis and research findings for business projects.
    • Assists in preparation of recommendations for implementation of new or revised policies, procedures, and/or process changes/improvements.
    • Writes reports that summarize findings, data collection techniques, implementation options, etc.
    • Establishes project schedules using project planning software/tools, updates, and maintains project status reports. Communicates project/process status.
    • Conducts research, analyzes trends, determines accuracy and relevancy of data/information, and uses sounds judgment to evaluate alternatives.
    • Facilitates and documents meetings, action items, and processes using flowcharting methodologies.
    • Maintains positive working relationships with managers, supervisors, employees and other stakeholders to gain their cooperation and support.

    Knowledge, Skills, and Abilities:

    Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
    • Knowledge of business strategies, objectives, planning, development and management processes and process improvement.
    • Knowledge of research methodologies, cost/benefit analysis, statistics and financial modeling.
    • Knowledge of applicable City of Austin, state and federal statutes, ordinances and codes.
    • Knowledge of performance measures, quality improvement programs and project management methods.
    • Skill in oral and written communication using a variety of formats including: print communication, electronic format, presentations and telephonic.
    • Skill in using computers and related software applications.
    • Skill in data analysis and problem solving.
    • Ability to quickly recognize and analyze irregular data and situations.
    • Ability to work independently and with teams.


    Minimum Qualifications:
    • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in a field related to the job, plus one (1) year experience related to the job.
    • Experience may be substituted for education up to a maximum of four (4) years.


    Licenses and Certifications Required:

    None.

    Preferred Qualifications:
    • Strong experience with data analysis tools (e.g., Excel, SQL, Python, R or similar).
    • Experience creating dashboards and visualizations using tools such as Power BI, Qlik, Tableau or similar.
    • Experience in editing and drafting formal business reports.
    • Ability to translate complex data into understandable insights for non-technical audiences.
    • Detail-oriented with strong organizational and problem-solving abilities.
    • Excellent writing, editing, communication and presentation skills.
    • Ability to travel to more than one work location.


    Notes to Candidate:

    Overview of Position:

    The Business Process Specialist position is responsible for providing a wide variety of technical and specialized duties to support data-driven decision-making and clear communication of insights. The responsibilities include collecting, analyzing, and interpreting complex datasets, developing reports and dashboards, and translating technical findings into clear, concise written content for a variety of audiences. In addition, this position will work with the Cadet Academy Quality Assurance Team to audit, edit and track daily documentation. This role requires a combination of analytical expertise, critical thinking, and exceptional written communication to ensure data insights are accurately documented, reported, and actionable.

    This person will be responsible for working within the Quality Assurance Team overseeing sworn personnel performance evaluations (Cadet and Probationary Firefighters) and processes along with providing support to the Austin Fire Training division.

    Key responsibilities include, but are not limited to:
    • Program Management/Business Process Improvement: Assists in identifying and implementing process improvement methodologies to streamline workflows, enhance operational efficiency and effectiveness; analyze, and prioritize process improvements based on data-informed insights, stakeholder feedback, and organizational goals. Develop project work plans, project management and periodic assessments; manage team, workflow, and task deadlines prior to cadet class launches; conduct after-action reviews to present analyses, solutions, and business cases to senior management; lead ongoing analysis of program and implement innovations in technology and training resources. Have contributed improvements including proven elimination and/or reduction of documentation error types, greater efficiency to workflows/processes (e.g., creating automated systems to replace manual processes).
    • Data Mining: Defines data analytics tools and techniques, statistical methods, and key performance indicators (KPIs) to monitor process performance and derive actionable insights; create and maintain documentation corrections data tracking and cadet performance databases; analyze data trends; compile data, create content and graphics to present formal reports on quality indicators/performance measurement and recommendations for new or revised policies, procedures, and/or process changes/improvements
    • Training: Assists in designing training materials and educational resources; assist in presenting formal documentation training sessions/onboarding to new Cadet Academy staff; grade and review training assignments.
    • Program administration: Assists in auditing and editing all submitted Cadet evaluations (~5600 evaluations per cadet class); creating bi-monthly corrections reports to support performance analysis and provide remedial training to sworn staff at documentation audit meetings; create supporting documents for training staff (e.g., cadet profiles); build and maintain relationships with key stakeholders to facilitate collaboration and ensure effective communication and coordination.
    • Formsite Administrator: Assists in creating, maintaining, and revising Formsite technology; make documentation corrections; track all revisions in corrections database; provide editorial and technical support to Team Leaders/AFD Training Staff.
    • Research/Reports: Research, write content, create graphics, and compile/analyze data to present statistical information and/or research findings for internal and external use, e.g., reports on AFD performance, policies, and procedures for external agencies and auditors (e.g., DSHS, NIOSH), data summaries for division-specific programs and business needs, etc.
    • All other duties as assigned.


    Workdays and Hours: 8:00 AM to 5 PM (flexible)
