    Summary

    Minimum Starting Salary: $62,100.00 annually , depending on qualifications

    Minimum Qualifications
    Required:
    • Driver's License
    • Must pass a Criminal Justice Information System (CJIS) background check
    • Associate's degree in In Computer Science, or Information Technology, Management Information Systems or a related field
    • Three years of experience in systems analysis, IT support or helpdesk, network or systems administration, application support or development, or an equivalent combination of education and experience.
    Preferred:
    • Microsoft, Cisco, CompTIA A+, Network+ and other professional IT certifications

    Position Overview
    Under general supervision, provides second-level technical support for City employees for the Information Technology (IT) Department; maintains computer hardware, software, and specialty equipment.

    Essential Functions
    • Develops support documentation, standard operating procedures, and deliverable plans for system implementation and operational support.
    • Assists with developing implementation and contingency plans, and timelines for projects. Provides status reports, exchanges relevant information with management and project teams, and meets timelines. Provides accurate time estimates for tasks, identifies impacted teams, and notifies management of potential issues.
    • Works independently and makes appropriate decisions based on experience; identifies and defines technical problems and errors and implements technical solutions to solve problems.
    • Refers complex problems to senior technical staff and tracks the problem until it has been resolved.
    • Maintains and upgrades hardware, peripherals, specialty equipment and software applications; provides second-level technical support, analyzes IT operational issues and resolves problems within scope of authority and training; duties may vary according to job assignment.
    • Performs system maintenance and updates according to IT Department procedures and industry standards.
    • Position assigned to public safety:
    • Maintains and supports mission-critical public safety systems including Computer-Aided Dispatch (CAD), Records Management Systems (RMS), Mobile Data Terminals (MDTs), and Fire/EMS reporting software.
    • Monitors and supports the connectivity of mobile units (police vehicles, fire apparatus) to public safety networks including FirstNet, VPN, and secure wireless connections.
    • Trains end users on software applications, mobile devices, and standard operating procedures for technology use.
    • Leads or assists in the implementation of public safety technology initiatives, including system upgrades, software migrations, and vendor integrations.
    • Coordinates with internal departments, external vendors, and regulatory bodies to ensure project timelines and compliance requirements are met.
    • Ensures compliance with federal and state regulations including CJIS (Criminal Justice Information Services) Security Policy.
    • Develops and tests backup, recovery, and continuity plans for public safety systems.
    • Coordinates with vendors for software licensing, system maintenance, and technical support.
    • Provides on-call or emergency after-hours support as needed for 24/7 public safety operations.

    Governance and Organization

    Waco is a home rule city with a council-manager form of government. The City Council sets the tax rate, approves the budget, appoints members to City boards and commissions, enacts City ordinances, and appoints the City Manager, City Attorney, City Secretary, and the Municipal Court Judge.

    The City has a strong Financial Management Policy that guides the operation and delivery of quality City services, contributes to excellent AA+ and Aa1 bond ratings, and maintains an unassigned fund balance reserve in the General Fund equal to 28% of current year budgeted expenditures. The City of Waco has more than 1,600 employees and a total operating budget of over $400 million.

    The City provides a full range of municipal services including a regional airport, animal services, building inspections, code enforcement, convention and visitors bureau, emergency management, housing and community development, economic development, fire, public health, library, municipal court, parks and recreation, planning, police, public works, Texas Ranger Hall of Fame Museum, utilities and zoo operations.
