Under general supervision, this position is responsible for monitoring, analyzing, and disseminating critical information to law enforcement personnel in real-time utilizing High Activity Location Observation (H.A.L.O.) cameras, data analytics, and other intelligence tools to enhance situational awareness, support criminal investigations, and improve public safety.

Job Description:

Purpose:

Under general supervision, this position is responsible for monitoring, analyzing, and disseminating critical information to law enforcement personnel in real-time utilizing High Activity Location Observation (H.A.L.O.) cameras, data analytics, and other intelligence tools to enhance situational awareness, support criminal investigations, and improve public safety.

Duties, Functions and Responsibilities:

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

• Monitors and operates the computer-aided dispatch software that combines 911 calls for service in designated priorities.
  
• Operates H.A.L.O. cameras, automated license plate readers (ALPRs), and other data systems to identify potential criminal activity and threats.
  
• Gathers, interprets, and relays intelligence from various law enforcement databases, social media platforms, and other sources to officers in the field, peers and/or supervisor(s) in the office.
  
• Provides real-time assistance to dispatchers and officers by accessing video footage, tracking suspect movements, and identifying patterns related to ongoing incidents.
  
• Works closely with patrol officers, detectives, and supervisors to relay crucial intelligence that enhances situational awareness and decision-making.
  
• Documents significant incidents, produces analytical reports, and maintains logs of activities for investigative and legal purposes.
  
• Preserves digital evidence for officers, detectives, attorneys, courts, open records requests, other law enforcement partners and testifies in court.
  
• Operates and troubleshoots advanced law enforcement technologies, including Geospatial Information System mapping, crime analytics software, and digital communication systems.
  
• Adheres to policies regarding data privacy, security protocols, and legal guidelines governing H.A.L.O. cameras and intelligence gathering.
  
• Operates Police Emergency Radio System in accordance with Federal Communications Commission rules and regulations.
  
• Receives radio calls from field units, transmits messages via radio or telephone using a Computer Aided Dispatch/Mobile Data Terminal computer system.

Knowledge, Skills, and Abilities:

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

• Knowledge of law enforcement, emergency dispatch, and intelligence analysis.
  
• Knowledge of criminal justice procedures, laws, and public safety operations.
  
• Skill in handling conflict and uncertain situations.
  
• Skill in handling multiple tasks and prioritizing during high-stakes situations.
  
• Skill in using computers and related software applications.
  
• Skill in using surveillance software databases, and digital communication tools.
  
• Ability to process appropriate information quickly and accurately.
  
• Ability to deal tactfully with the public and others.
  
• Ability to establish and maintain effective communication and working relationships with City employees and the public.
  

Minimum Qualifications:

• Graduation from an accredited high school or equivalent, plus two (2) years of experience as an emergency services dispatcher and/or 911 Call Taker.
  

Licenses and Certifications Required:

• Must be able to obtain Texas Commission on Law Enforcement’s Telecommunicator Basic Proficiency Certification within (1) year of employment, and Texas Crime Information Center and National Crime Information Center certification within (6) months of employment.

Salary Range: $28.29 - $34.80

Location: 715 E 8th St, Austin, TX, 78701 (Police Headquarters)

Hours: 8p-6a with rotating days off each month

Must pass a Criminal Justice Information Systems ( CJIS ) fingerprint-based background check and maintain CJIS eligibility. Travel:

If you are selected for this position, and meet the Driver Safety Standards in the City of Austin Driver Safety Program, you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.
