Office of Homeless Services is seeking a
Housing & Disability Advocacy Program (HDAP) Supervisor* who will oversee and coordinate the delivery of housing services and disability advocacy programs aimed at supporting individuals experiencing homelessness. This leadership role is responsible for supervising staff, managing program operations, ensuring compliance with regulations, and collaborating with community partners to enhance access to housing and disability resources.
Key Responsibilities include but are not limited to the following: - Supervise, train, and evaluate HDAP staff to ensure effective delivery of housing and disability advocacy services.
- Oversee the day-to-day operations of the Housing & Disability Advocacy Program, including case management and client support.
- Develop, implement, and monitor program goals, policies, and procedures to meet compliance standards and improve service outcomes.
- Coordinate with internal teams and external agencies to facilitate housing placement, disability benefits access, and supportive services for clients.
- Monitor client progress and program performance through data collection, reporting, and evaluation.
- Advocate on behalf of clients to secure appropriate housing, healthcare, and disability resources.
- Facilitate trainings and workshops to increase staff and community awareness on disability rights, housing options, and advocacy strategies.
- Manage program budgets, grants, and resources to maximize service delivery efficiency.
- Participate in community outreach, stakeholder meetings, and interagency collaborations to promote program objectives.
- Ensure adherence to confidentiality, ethical standards, and local, state, and federal regulations.
- Knowledge of HMIS and creating reports to assess program performance.

CONDITIONS OF EMPLOYMENT Field Work: Candidates must be willing and able to visit clients experiencing homelessness in the field and other settings (encampments, street corners, shelters, etc.).
Travel: Travel throughout the County is required.
A valid California Class C Driver License is required to carry out the essential job-related functions of this position (mileage reimbursement is available at current IRS rates). A clean driving record and proof of automobile liability insurance must be maintained

Minimum Requirements Candidates must meet one (1) of the following options: OPTION 1: EDUCATION: An associate's degree or equivalent completed college coursework (sixty ( 60) semester or ninety (90) quarter units ) from an accredited institution* in behavioral/social science, accounting, business/public administration, or a closely related field.
-AND-
EXPERIENCE: Two (2) years of full-time professional-level experience with primary responsibility for analyzing, interpreting and making recommendations to management in a combination of the following areas: Budget/Financial Management; Financial Analysis and/or Accounting; Requests for Proposals/Bids/Contracts; Analysis and Interpretation of Quantitative Data; Facilities Planning/Property Management; Grant Management & Compliance (HUD, HHAP, ESP, state grants, etc.); Organizational Analysis; or Project Management.
Candidates must possess qualifying experience performing complex analytical duties within a Housing and Disability Advocacy Program (HDAP).
-AND- LEAD/SUPERVISORY EXPERIENCE: One (1) year of lead or supervising work experience over a support services staff. Experience may be concurrent.
OPTION 2: EDUCATION: Thirty (30) semester or forty-five (45) quarter units of completed college coursework from an accredited institution* in behavioral/social science, accounting, business/public administration, or a closely related field. Transcripts MUST be attached.
-AND- EXPERIENCE: Three (3) years of full-time professional-level experience with primary responsibility for analyzing, interpreting and making recommendations to management in a combination of the following areas: Budget/Financial Management; Financial Analysis and/or Accounting; Requests for Proposals/Bids/Contracts; Analysis and Interpretation of Quantitative Data; Facilities Planning/Property Management; Grant Management & Compliance (HUD, HHAP, ESP, state grants, etc.); Organizational Analysis; or Project Management.

IMPORTANT NOTES - Transcripts: A list of completed college coursework or legible copies of transcripts MUST be submitted with the application if the applicant does not possess an associate's degree or higher in one of the qualifying fields listed above.
- *International Coursework: Degrees or coursework completed outside of the U.S. must be accompanied by an evaluation report from a reputable credential evaluation service indicating equivalency to degrees or coursework completed at a college or university accredited by an accrediting association recognized by the United States Department of Education.
- Completion of the San Bernardino County Management Leadership Academy (MLA) program will be accepted toward the required coursework on the basis of four (4) quarter units of credit per MLA track completed.
Desired QualificationsThe ideal candidate will have extensive experience overseeing operations for a homeless services and housing program, including a Housing & Disability Advocacy Program (HDAP). The incumbent will have extensive experience working collaboratively with the public, community-based organizations, and elected officials to implement and improve programs. They will have experience demonstrating strong analytical and communication skills, project planning and development, complex program/procedural analysis and making recommendations, experience overseeing professional staff, and the ability to work with all levels of stakeholders.
