    The Position

    OPEN/PROMOTIONAL EXAMINATION - ONE-YEAR PROBATIONARY PERIOD

    This management classification performs responsible advanced administrative and complex managerial duties for the Fleet Services and Facility Management Divisions of the Public Works Department. This position works under the general direction of the Director of Public Works conducting analysis, performing studies, preparing reports and recommendations, and assuming other advanced and complex administrative responsibilities.

    Essential functions of the job include, but are not limited to, the following:
    Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.

    Coordinates the administrative and business management functions of the Public Works Department, the processing and preparation of budgets, including general, special revenue, utility, enterprise, capital improvement, and internal service funds; revenue, fee rates and schedules, equipment, and personnel functions.

    Conducts studies of Public Works Department's operations, recommends changes in policies and procedures, and supervises the installation and implementation of approved changes, as directed by the Director of Public Works.

    Prepares written administrative reports, and conducts surveys and research pertaining to Public Works departmental activities including environmental management, regulations, and utilities. Prepares formal reports for presentation to City Manager, the City Council, and the Transportation and Parking Commission.

    Prepares the annual cost allocation charge-outs for the Fleet Services and Facilities Management operations to be incorporated in the annual budget.

    Administers citywide American’s with Disability Act (ADA) compliance programs and responds the requests from the public for accommodations.

    Implements organizational improvement measures from the departmental strategic plan and other guiding documents.

    Provides budget management and financial oversight for the Public Works Department’s two internal service fund operations (Fleet Services and Facilities Management).

    Implement and maintain an infrastructure tracking and management system for city buildings and other facilities for improved planning of maintenance and project activities.

    Provides information in response to public inquiries, including receiving and resolving complaints.

    Administers Public Works Department's public outreach, social media, website, and information programs.

    Represents the Director of Public Works at meetings. Appears on his/her behalf before commissions or other boards, agencies, community meetings.

    Assists in the implementation, coordination, development, and operation of programs and projects in the Public Works Department including environmental compliance, utility operations, capital improvement programs, federal, state, or local grant programs or projects.

    Processes or supervises the processing of pertinent documents such as regulations, contracts, fees, permits, petitions, bid specifications, requests for proposal, requests for qualifications, ordinances, and resolutions.

    Supervises employees in performance of any related duties and manages divisions and sections related to departmental management and administration.

    Drives on City business.

    Assumes responsibility for ensuring the duties of the position are performed in a safe, efficient manner.

    Performs other related duties as assigned or as the situation requires.

    Minimum Requirements

    Experience
    Six years of responsible experience in Public Works Administration involving issues and operations related to budget, general fund, special revenue, utilities, enterprise funds, environmental compliance and regulations, internal services, capital improvement programs, revenue, fee rates and schedules, and personnel functions.

    Experience in Fleet and Facility Maintenance Services is highly desirable.

    Education/Training

    Bachelor's Degree in public administration, business administration, or a related field.

    License(s)/Certification(s)

    Valid Class C California driver's license.

    Use of financial system management.

    Use of word processing, spreadsheet, publications and marketing materials software, and other computer software programs and applications.
    Use of fleet management software.
    Use of building management software.
    Intermediate Excel including experience with PivotTables, conditional formatting, etc. for reporting and data analysis.

    Ability to:

    Develop necessary skills from on-the-job training and meet the standards of performance for the classification by the end of the probationary period.

    Promotional Eligibility Any City of Glendale employee who meets the minimum qualifications for this position, has completed probation or six months of City employment, and is occupying a permanent full-time classification. Hourly City employees may be considered, provided that they furnish proof of continuous employment immediately preceding the final filing date, which would equal a minimum of six months of full-time service or 1040 part-time hours. (Civil Service Rule VIII 4-E).

    Selection Process

    EVALUATION OF APPLICATION: All applications, resumes and submitted reference materials will be reviewed and evaluated and only the best-qualified candidates based on applicable education and experience will be invited to the selection process.

    WRITTEN EXAM and PERFORMANCE EXAM: (25%)
    To evaluate the applicant’s ability to be successful in this position. Exams will be relevant to the duties of this position. Candidates must pass the written exam and the performance exam each with a minimum score of 70%.

    Approximately the top 12 highest scoring candidates who achieve a minimum passing score of 70.00% on the written and performance exams will be invited to the oral examination process.

    ORAL INTERVIEW: (75%) To evaluate the applicant's experience, education, and general background for the position.

    Candidates must pass each exam component with a minimum score of 70.00% in order to be placed on the eligible list.

    TIME AND PLACE OF THE EXAMINATION WILL BE ANNOUNCED. Any evaluation will be based on the candidate's education and experience as related to the position. Any examination will be to evaluate the candidate's education, experience, knowledge and skills for the position. The City of Glendale reserves the right to modify the above stated examination components and/or weights. Should this be necessary, the candidates will be notified of the specific examination components and weights prior to the administration of any examination. The selected candidate will be subjected to a background check including Livescan fingerprinting.
