    POSITION SUMMARY

    The Development Services Department seeks an Urban Design and Planning Manager.

    The Urban Design and Planning Manager manages the Urban Design and Planning Division of the Department of Sustainable Development, including historic preservation. Plans, organizes, implements, and coordinates the City's current, long-range and strategic planning functions and programs including development review processes, comprehensive planning and associated staff support for boards and committees as well as master planning efforts.

    This is a Non-Classified "at-will" position and not subject to Civil Service Rules or any collective bargaining agreement.

    ESSENTIAL JOB FUNCTIONS

    • Manages the work of assigned personnel; delegates and reviews work assignments; conducts performance evaluations
    • Manages the City's Development Review Committee program
    • Coordinates and administers development application review, requests for ordinance amendments, plans review, and inspections to ensure new development meets applicable code criteria
    • Manages the City's land development master planning program; reviews and analyzes specific geographical areas within the City for future development
    • Develops and recommends adoption of updates or revisions to policies, procedures, and systems to improve efficiency, quality of service, and productivity
    • Oversees and participates in the development and administration of the division's annual budget; participates in the forecasting of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements adjustments
    • Interviews candidates for employment and recommends in the interest of the City, that eligible applicants hired and that subordinate employees be transferred, promoted, reassigned, disciplined or terminated; participates in the administration of collective bargaining agreements and in the adjustment of grievances
    • Makes recommendations and decisions regarding operational maintenance policies, expenditures, plans, and other administrative matters as they affect the division to include preparation and administration of the division budget.
    • Represents the City before outside agencies when appropriate; coordinates with other City departments as needed
    • Acts as liaison with Planning and Zoning Board and oversees staff liaison to the Historic Preservation Board
    • Assists with improvements to the City's Unified Land Development Regulations
    • Attends various meetings; reviews reports; makes recommendations
    • Performs related work as required


    JOB REQUIREMENTS, PREFERENCES & WORK ENVIRONMENT

    MINIMUM JOB REQUIREMENTS: Bachelor's Degree in Urban Planning, Public Administration, Architecture or a related fieldMinimum of seven (7) years of progressively responsible experience in urban planning, urban design or related disciplineAdditional qualifying experience or completion of coursework at an accredited college or university in a job-related field, may substitute on a year-for-year basis for the required experience or educationTwo (2) years of supervisory or lead worker experience If claiming Veteran's Preference, candidates must attach a DD214 Member 4 form, and the City of Fort Lauderdale's veteran's preference claim form ( J-204) to the online application PREFERRED QUALIFICATIONS:
    American Institute of Certified Planners (AICP) certification and/or registration as an Architect.
    As public servants, employees may be required to work immediately before, during, and/or after an emergency. All employees must be available and able to work assigned shifts as determined by their Department Heads.

    PHYSICAL STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS:

    The position is generally sedentary. Employees sit most of the time, but may walk or stand for brief periods of time.
