    WHAT WE DO:
    At the Los Angeles County (County) Department of Consumer and Business Affairs (DCBA), we are committed to fostering a fair and dynamic marketplace and enhancing the economic wellbeing of our communities. DCBA is the only local freestanding Consumer Protection agency in the State and our resources and areas of assistance have significantly expanded since its establishment in 1975. We strive to improve the lives of all consumers, tenants, homeowners, immigrants, and workers by providing a diverse range of services to the residents of the County, including investigating and assisting with consumer complaints, real estate fraud, identity theft, and elder financial abuse. We drive initiatives that protect workers from exploitation and human trafficking and provide access to services for vulnerable communities including low to moderate income families, foster youth, and immigrant communities. DCBA also works to expand access to justice and ensure that residents understand their rights, protect those rights, and obtain a fair outcome through our consumer protection programs, including Small Claims Advisor, dispute resolution and mediation programs, immigration legal services, eviction prevention program, and through our Self- Help Legal Centers. Other services provided by DCBA are focused on keeping people housed and mitigating displacements through our rent stabilization, tenant protections programs and our foreclosure prevention services. Finally, DCBA is the designated department that oversees the County’s cannabis regulatory framework and is committed to ensuring an equitable, sustainable, and safe marketplace.

    THE OPPORTUNITY:
    We are seeking qualified candidates to fill four (4) Consumer and Business Affairs Specialist vacancies to support the Bureaus highlighted below.

    THE OFFICE OF CANNABIS MANAGEMENT:
    Since 2017, the Los Angeles County Office of Cannabis Management (OCM) has served the County and its residents by leading the transition of cannabis to a regulated market with policies that seek to protect consumers and promote the health and safety of our communities. With a focus on responsible regulation and education, OCM is a resource to County departments, agencies, and the community. OCM also serves as a countywide coordinating body, working, closely with the Board of Supervisors and other County departments to implement the County's cannabis policies and priorities. OCM proposes the creation of an equitable cannabis program that addresses the administrative and infrastructure barriers that create inequitable outcomes, and gaps in educational, technical, and financial resources caused by systemic racism and exacerbated by the War on Drugs. The equity framework of this program will offer education, training, and access to networks that increase pathways to participation, ownership, and opportunities to build generational wealth for disadvantaged merchants.

    THE OFFICE OF LABOR EQUITY:
    Since its establishment in 2020, the Los Angeles County Office of Labor Equity (OLE) has served the County and its residents by providing the vast workforce with over 35,000 business sites and over 330,000 workers with access to necessary tools to ensure remedy in a timely and effective manner including collaboration with local, state, federal agencies, and community-based organizations. OLE is spearheading efforts to promote and enforce the County's labor laws and leading policy and research development with a focus on racial, health, and economic equity and centralizing worker protections including wage enforcement, dispute settlement, outreach, and other relevant programs.

    THE OFFICE OF IMMIGRANT AFFAIRS:
    The vision of the Los Angeles County Office of Immigrant Affairs (OIA) is to provide equal access and opportunities to all Angelenos regardless of their birthplace or arrival to the County. Recognizing that immigrants strengthen the fabric, vibrancy, and potential of every community, OIA provides an invaluable number of resources and connects families to essential support services for various aspects of life. Through OIA's counseling services, representatives have guided immigrant households through understanding important laws, trainings covering the public charge, accessing public benefits, immigrant integrations, consumer protection, legal assistance, healthcare, and other social services.

    Essential Job Functions

    As the Consumer and Business Affairs Specialist in the DCBA, your responsibilities will include but are not limited to the following:
    Licensing and Operations:
    • Analyzes, interprets and applies County ordinances in collaboration with legal counsel to ensure effective program implementation.
    • Facilitates interdepartmental and external agency meetings to align regulatory processes and resolve compliance issues.
    • Analyzes Federal, State, and local legislation governing consumer protection, and rules and regulations promulgated by Federal, State and local regulatory agencies, and recommends changes in existing legislation, adoption of new legislation, or regulatory changes as necessary.
    • Conducts special projects, assignments, and management studies concerning departmental programs and initiatives.
    • Assists senior management to develop new systems, implement administrative policies and procedures, and drafting appropriate protocols for meeting the objectives of the department.
    • Acts as liaison between department management and representatives of Board offices, County departments, commissions, and other governmental jurisdictions on consumer protection, outreach, or educational issues.
    • Analyzes data and prepares correspondence and reports on department activities.
    • Responds to sensitive or complex inquiries or complaints on consumer protection issues and prepares official correspondence and materials as necessary.
    • As assigned by senior management, prepares analyses and recommendations to the Board of Supervisors on consumer protection issues.
    • Represents senior management at meetings with other County departments or outside agencies.
    • Supervises staff, as needed.


    Requirements

    REQUIREMENTS TO QUALIFY:

    OPTION I:

    Three (3) years of experience providing technical and administrative oversight to staff engaged in the delivery of departmental consumer and business affairs services to the public and providing administrative coordination for specialized programs* and initiatives at the level of Consumer and Business Affairs Supervisor ( Class Specification Details ).
    OPTION II:

    Four (4) years of experience in a public or private agency, analyzing and making recommendations for the solution of problems of organization, systems and procedures and the development and implementation of programs impacting the public in an administrative**, management***, or highly responsible specialized staff capacity****. A Master's degree or higher from an accredited graduate school will be accepted for one year of the experience*****.
    SPECIAL REQUIREMENT INFORMATION:
    *Specialized Programs include consumer protection, mediation, financial empowerment, housing and tenant protection, foreclosure prevention, wage enforcement, immigration advancement, investigations and other department programs.

    **Administrative capacity: Performs work typically in an administrative services branch of an organization unit, including responsibility for the development of procedures and participation in policy formulation. Experience at the level of independent responsibility for assignments of average difficulty analyzing and making recommendations for the solution of problems of information services, programs, and general management.

    ***Managers are responsible for making major recommendations and taking actions that have a direct and substantial effect on the agency and the programs. Managers organize, plan, implement, and control functions and programs; develop and implement policies, procedures, and guidelines; formulate short-term and long-term goals and objectives; direct and supervise staff through subordinate supervisors; allocate resources; and; determine staff training needs.

    ****Specialized staff capacity is defined as staff experience requiring specialized knowledge of rules, regulations, and other guidelines relating to completing assignments in the program area assigned. Knowledge is usually attained through extensive, increasingly difficult, and practical experience and training in the subject matter field.

    *****For Option II, to receive credit for your education, include a copy of your official diploma, official transcript, or letter/certificate from an accredited institution within seven (7) days from the end of the filing period. The document should show the date the degree was conferred and be in English; if it is in a foreign language, it must be translated and evaluated for equivalency to U.S. standards.     WITHOLD EXPERIENCE AND OUT-OF-CLASS EXPERIENCE
    No withhold or out-of-class experience will be allowed for this examination. Required experience must be fully met by the last day of filing and clearly indicated on the application.

    LICENSE:
    A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    PHYSICAL CLASS:
    Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    EXAM CONTENT:
    This examination will consist of a multiple choice and/or simulation assessments weighted 100% measuring Reading Comprehension, Deductive Reasoning, Professional Potential, Achievement, Working Relationships, Analyzing Information, Learning Quickly, Generating New Ideas, Adapting to Change, Coping with Uncertainty, Willingness to Learn, Responsibility, Using Time Efficiently, and Working to High Quality Standards.

    The passing score for the assessment is 70%.

    MULTIPLE CHOICE AND/OR SIMULATION ASSESSMENTS ARE NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.
    Applicants must meet the requirements described above at the time of filing and achieve a passing score of 70% or higher on the examination in order to be added to the Eligible List.

    Passing this examination and being added to the Eligible List does not guarantee an offer of employment.

    TRANSFER OF TEST COMPONENTS :
    If you have taken identical components recently for other exams, your responses may be automatically transferred to this examination. This exam contains test components that might be used on future exams, and your responses could be transferred to that exam.

    ELIGIBILITY INFORMATION:
    The names of candidates receiving a passing score in the examination will be added to the Eligible List in the order of their score group for a period of twelve (12) months following the date of eligibility.
    NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS .

    VACANCY INFORMATION: The resulting Eligible List for this examination will be used to fill vacancies in the DCBA.
