Job Location: This position will be located at the Missouri State Public Defender Operations office in Columbia.

This position provides leadership and oversight of the agency’s budget development, fiscal management, grant financial administration, and facilities operations statewide.

- Develop and manage the annual operating budget , including formulation of budget requests, expenditure plans, and fiscal notes.
- Monitor fiscal activity and compliance with state financial policies, including oversight of expenditures , encumbrances , revenue forecasts , and financial reporting.
- Administer the facilities management program , including analysis of space needs, lease negotiation and coordination, and procurement of related goods and services in compliance with state purchasing requirements.
- Supervise and provide guidance to professional fiscal staff engaged in accounts payable, receivable, procurement, and inventory operations.
- Oversee the fiscal components of state and federal grants , including documentation, drawdown processes, and reconciliation of expenditures.
- Conduct internal reviews and audits of fiscal processes and controls to ensure adherence to state regulations and improve operational efficiency.
- Serve as MOVERS ERP project lead for MSPD , overseeing agency transition to new financial and procurement system.
- Bachelor’s degree from an accredited college or university. (Relevant work experience may be substituted for educational requirement)
- Minimum of eight ( 8 ) years of progressively responsible experience in budget development, fiscal management, or financial administration.
- Demonstrated experience in state government fiscal operations strongly preferred.
- Familiarity with statewide financial systems , particularly SAM II and the Missouri Vital Enterprise Resource System (MOVERS) , is highly desirable.
- Supervisory experience in a financial or administrative setting is preferred.
Essential Skills - Comprehensive understanding of public sector budgeting principles , appropriations, and expenditure control.
- Ability to interpret and apply state statutes, regulations , and fiscal policies.
- Skill in financial analysis , forecasting, and the preparation of detailed fiscal reports.
- Strong written and verbal communication skills, including the ability to prepare formal reports and budget documents for internal and external stakeholders including the governor’s office and state legislators .
- Ability to supervise and direct fiscal staff and coordinate work across multiple administrative functions.
- Proven ability to maintain a high standard of integrity, professionalism, and confidentiality in managing sensitive fiscal matters.
