We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. The Department of Homeless Services and Housing is seeking qualified candidates to fill emergency Administrative Services Division Manager - Contracts vacancies related to the homelessness crisis.
Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.
During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.
Those who successfully pass the assessment will be considered for permanent appointment to Administrative Services Division Manager - Contracts.
Essential Job Functions- Manages the operations and activities of the department’s contracting division through subordinate managers, overseeing contract development, administration, and compliance. This responsibility includes leading both contract administration and monitoring.
- Advises executive management on contract awards and departmental contracting plans; ensures alignment with laws, regulations, County Code, and Proposition A.
- Represents the department before the Board of Supervisors, contractors, and stakeholders; addresses appeals and ensures contractor compliance with affirmative action, wage, bonding, and insurance requirements.
- Reviews and approves complex and sensitive contracting documents, including sole source solicitations and requests to amend contract amounts.
- Develops and implements strategies, policies, and performance metrics to enhance division effectiveness, efficiency, and compliance.
- Directs division staff, setting performance standards, providing coaching and feedback, and making recommendations on hiring, recognition, and discipline.
- Prepares and monitors division budgets, staffing allocations, and program resources.
- Identifies emerging issues and develops proactive responses; ensures records and documentation meet federal, state, County, and departmental requirements.
Requirements Minimum Requirements Option I: Five (5) years of experience in ma naging, through subordinate supervisors, a section* of administrative professionals primarily at the level of a journey analyst** or higher
Option II: Five (5) years of experience in di rectly supervising a unit of administrative professionals primarily at the level of a senior analyst*** or higher, within one or more of the following administrative fields: human resources, budget, finance, contracts or other closely-related administrative field
A Bachelor's degree**** or higher from an accredited college or university may be substituted for two years of the required experience.

**Journey-level analyst work involves the independent performance of work assignments which require the use of sound professional judgment, initiative and creativity in identifying and selecting research and analytical methods and techniques to address and resolve complex, controversial, and/or sensitive problems related to administrative functions such as human resources, budget, finance, or contracts.

***Senior-level analyst work involves functioning in a lead or project management capacity with responsibility for providing guidance and direction to staff on the most specialized, complex, and difficult analytical assignments which impact major departmental programs and administrative operations, or in central agency departments, where they are responsible for providing consultation and guidance to management in County line departments on highly complex issues and problems associated with their area of expertise.

License A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
Desirable Qualifications - Strong understanding of contract law principles, procurement regulations, and compliance requirements.
- Experience drafting, reviewing, and monitoring contracts in a government, nonprofit, or corporate setting.
- Familiarity with funding agreements, grant compliance, and reporting standards.
- Proven ability to analyze financial and performance data to ensure contract deliverables are met.
- Effective written and verbal communication skills for preparing reports, correspondence, and presenting findings.
- Knowledge of auditing processes monitoring techniques, and performance evaluation methods.
- Familiarity with federal, state, and/or local contracting requirements.
Additional Information Exam Content During your initial work period, the appointing department will evaluate your performance. Those who achieve a passing score on this evaluation will be considered for permanent appointment.
