    The LA County Board of Supervisors recently declared a local state of emergency for homelessness , and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use.     The Department of Homeless Services and Housing is seeking qualified candidates to fill emergency Health Program Manager III (Director of Medi-Cal Operations) vacancies related to the homelessness crisis.

    Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

    During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

    Those who successfully pass the assessment will be considered for permanent appointment to Health Program Manager III (Director of Medi-Cal Operations).

    Essential Job Functions

    • Lead and oversee CalAIM initiatives, including Community Supports, Enhanced Care Management, Incentive Payment Programs (IPP/HHIP), and PATH.
    • Align CalAIM with county housing and health objectives; coordinate applications, contracts, and compliance with State and health plans to maximize revenue and impact.
    • Serve as primary liaison with health plans, DHCS, and county leadership on Medicaid funding opportunities, risk management, and program performance.
    • Direct payor contracting strategy: negotiate and manage contracts with managed care organizations and third-party payors to optimize reimbursement, maintain compliance, and strengthen relationships.
    • Drive financial planning and strategy for Medi-Cal and waiver programs; develop models, evaluate reimbursement streams, and advise on cost-effectiveness, scalability, and value-based purchasing.
    • Oversee billing, payments, and claiming processes to ensure accuracy, timeliness, and resolution of denials or errors; implement financial tracking tools and provider training.
    • Supervise and develop staff; manage resources, budgets, and workflow while promoting continuous improvement and professional growth.
    • Represent the department in high-level stakeholder engagements with health plans, DHCS, DMHC, and other agencies; build partnerships and provide expert guidance on Medicaid/CalAIM contract requirements and opportunities.


    Requirements

    Minimum Requirements

    Option I: A Bachelor's degree* from an accredited college or university in a discipline related to the core business function of the department - AND - Three (3) years of experience** at the level of the Los Angeles County class of Health Program Manager II *** .

    Option II: A Bachelor's degree* from an accredited college or university in a discipline related to the core business function of the department - AND - Four years of management experience*, which must have included two years at the level of the Los Angeles County class of Health Program Manager II *** .

    Option III: A Bachelor's degree* from an accredited college or university in a discipline related to the core business function of the department - AND - Six years of experience** at the level of the Los Angeles County class of Health Program Manager I **** .

    **A Master's degree* from an accredited college or university in a discipline related to the core business function of the department will be accepted for one year of the required experience.

    *** Experience at the level of the Los Angeles County's class of Health Program Manager II is defined a having immediate charge of a large-sized public health program or comparably-sized segment of a major public health program within the Department of Public Health.

    **** Experience at the level of the Los Angeles County's class of Health Program Manager I is defined as having immediate charge of a medium-sized public health program or comparably-sized segment of a large public health program within the Department of Public Health.

    License

    A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    Physical Class

    II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    Desirable Qualifications
    • Extensive experience working with or overseeing programs that serve people experiencing homelessness and/or Medicaid/Medi-Cal initiatives.
    • Extensive experience working with Medi-Cal Managed Care Plans.
    • Extensive experience managing large-scale programs, especially programs requiring coordination with multiple entities.
    • Experience developing and implementing programs in large public systems - especially experience in LA County or counties of similar size and demographics.
    • Experience in programs dependent on Medicaid funded revenue using claims-based infrastructure.
    • Experience with Medicaid Policy at the local, state or federal level.
    • Exceptional organizational skills.
