The JobThe Office of the San Bernardino County Auditor-Controller/Treasurer/Tax Collector (ATC) seeks an Enterprise IT Infrastructure Manager* with proven experience managing IT infrastructure, business operations support, systems implementation and development projects, as well as excellent leadership, organizational, and customer relations skills.
Enterprise IT Infrastructure Managers* act as supervisory and management leaders who are responsible for teams involved in managing the network operations, enterprise platforms and systems, network services, data center, as well as providing complex and advanced business systems analysis, database, system architecture, and programming for ATC's office and and other tax servicing organizations within the County. This position assumes a leadership role for strategic IT planning, and is responsible for managing and providing directions for architecting and developing enterprise frameworks, platforms and solutions for departments and serves as an integral part of the change management process.
Incumbents are subject matter experts in:
- Managing network operations & services, enterprise platforms and systems, communication services, and business operations supports.
- Overseeing technical blueprinting and IT initiatives which may result in the selection of third-party systems or the development of custom-built solutions in accordance with standard Systems Development Life Cycles.
- Serving as a liaison between various countywide departments, tax servicing agencies and county IT providers; are subject matter experts in gathering business requirements, makes presentations to technicians, and business management.
- Managing enterprise platforms, frameworks and practices that take into consideration multi-department requirements, security, and data recovery.
- Providing insight into countywide strategic initiatives and decision-making; implementing change management and quality control.
- Driving cost savings, business continuity, and risk avoidance related to policies, standard practices, enterprise licensing, multi-department requirements, security and data recovery, department regulations, and potential impacts to countywide infrastructure.
- Managing Business Applications Managers, Enterprise Systems Engineers, Analysts, Systems Analysts, and other IT professionals.
- Serve as an Infrastructure/System Architect/Design Engineer.

CONDITIONS OF EMPLOYMENT Pre-Employment Process: Incumbent must successfully complete a background investigation (fingerprinting and work history/education check) in addition to a job-related physical exam, including a drug test.
Availability: Incumbents may occasionally work evening and weekend hours. Some overtime, on-call, or call back work may be required.

Minimum RequirementsQualifying candidates must meet the requirements in ALL of the following categories: EXPERIENCE: Four (4) years of experience conducting business systems analysis, technology-based feasibility studies, technology advancements, and managing enterprise IT related projects.
Experience MUST BE in an enterprise systems management environment architecting, engineering, and integrating solutions of at least 4 of the following technologies:
- Cloud Platforms (AWS, Azure, etc.)
- Database Platforms (Microsoft SQL, Oracle, etc.)
- Microsoft Enterprise Platforms (AD, O365, etc.)
- Enterprise Storage SAN/NAS
- Enterprise Content Management (Web, Document, etc.)
- Enterprise GIS Platform
- Enterprise Virtualization Platform (VMWare, Hyper-V, etc.)
- Enterprise OS Platforms (Windows, Linux, etc.)
- Enterprise Cisco Networking (Switch, Route, Firewall)
Qualifying experience must include performing duties equivalent to the San Bernardino County Business Applications Manager classification or San Bernardino County Systems Support Supervisor classification and above.
LEADERSHIP: Three (3) years providing full-scope supervision to Enterprise Systems Engineers, Systems Support Analysts, Automated Systems Analysts, or comparable positions engaged in Infrastructure Operations. Must include a minimum of two (2) years managing large-scale enterprise infrastructure. Experience may be concurrent.
EDUCATION: Sixty (60) semester (90 quarter) units of completed college-level courses from an accredited college or university in information technology, computer science, software engineering/programming, or a related field.
Substitution: One (1) additional year of qualifying work experience may substitute for the education requirement.
Desired Qualifications- A Bachelor's degree in information technology, computer science, software engineering/programming, or a related field is preferred.
- 5+ years working as an Analyst/Engineer in Network Operations, Data Center, and Cloud Technologies.
