    DESCRIPTION

    Join the Town of Truckee’s growing Office of Emergency Services as our new Emergency Services Coordinator and help build a safer, more resilient community! As part of a collaborative, risk-driven, and professional team, you’ll support the planning and coordination that protect Truckee from natural disasters, acts of terrorism, and other emergencies. Working alongside the Emergency Services Manager, you’ll play a key role in reducing our community’s vulnerability to a wide range of hazards by strengthening its ability to mitigate against, prepare for, respond to, and recover from disasters. This is an exciting opportunity to make a meaningful impact and help shape the future of emergency services in Truckee.

    This position works within the Police Department and requires a full police background check prior to employment.

    DESCRIPTION
    Under direction, plans, coordinates, and implements Town-wide emergency preparedness program activities and operations, including emergency preparedness, disaster and emergency response, and post-emergency functions; designs and implements emergency preparedness trainings, exercises, and drills; ensures program compliance with federal, state, local, and Town laws, priorities, mandates, objectives, and guidelines; coordinates program activities with Town departments, external agencies, and the public; and performs related duties as assigned.

    SUPERVISION RECEIVED AND EXERCISED
    Receives direction from assigned supervisory and/or management personnel. Exercises no direct supervision over staff.

    CLASS CHARACTERISTICS
    This journey-level classification is responsible for independently developing, monitoring, and performing professional duties in support of Town emergency preparedness and response activities. Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.

    EXAMPLES OF TYPICAL JOB FUNCTIONS (Illustrative Only)

    • Develops, coordinates, and maintains Town-wide comprehensive emergency preparedness, response, and recovery programs in accordance with federal, state, and local requirements by compiling, evaluating, and implementing emergency planning methods and disaster exercises in preparation for and recovery from actual emergencies and disasters.
    • Plans, implements, coordinates, and directs Town-wide emergency services programs including resource management and operational readiness of evacuation and response plans and capabilities.
    • Recommends and assists in the implementation of program goals and objectives; establishes schedules and methods; evaluates program effectiveness and efficiencies; recommends and implements, upon approval, policy and procedural changes to enhance program effectiveness.
    • Coordinates with staff, other federal and state agencies, and private organizations to develop, implement, and maintain emergency response plans, manuals, and standard operating procedures utilizing regulatory guidelines and requirements; ensures plans are integrated with the emergency response plans of other local agencies.
    • Coordinates various activities in the ongoing administration of the program including, but not limited to, drills, preparedness exercises, and training for staff to ensure they are sufficiently prepared for emergency response and recovery operations.
    • Coordinates and administers emergency preparedness training, education, and public information programs; conducts presentations and trainings for staff, the public, and various audiences.
    • Activates the Emergency Operations Center (EOC) and coordinates and manages operations; ensures the EOC is organized for maximum effectiveness utilizing the National Incident Management System (NIMS) and Standardized Emergency Management System (SEMS); provides advice and guidance during catastrophic emergencies.
    • Assists in overall management of emergency response and recovery operations; responds to emergency incidents and disasters; coordinates mutual aid responses and requests and serves in a liaison capacity with other agencies during emergency operations.
    • Develops, administers, and oversees program budget; determines funding needed for staffing, equipment, materials, and supplies; ensures compliance with budgeted funding.
    • Prepares, updates, and maintains the Town-wide emergency preparedness plan and multi-hazard mitigation plan; organizes and directs emergency planning, training, and management.
    • Conducts special studies and research and prepares and presents reports and other necessary correspondence related to assigned program.
    • Participates in meetings and makes presentations to a wide variety of committees, boards, and commissions; attends and participates in professional group meetings.
    • May provide technical and functional direction to staff on assigned projects or during an emergency event.
    • Performs related duties as assigned.


    TYPICAL QUALIFICATIONS

    Knowledge of:
    • Administrative principles, practices, and methods including goal setting, program development, implementation and evaluation, and policy and procedure development.
    • Operations, services, and best practices of comprehensive emergency preparedness and response programs, including planning, training, management, and recovery.
    • Principles and practices of the Incident Command System.
    • Federal Emergency Management Agency (FEMA) Hazard Mitigation Plan, Comprehensive Preparedness Guide, and related resources and their application to design, develop, and maintain Town plans and resources.
    • Equipment, supplies, and services needed for emergency planning, response, and recovery.
    • Cultural and environmental issues and their impact on planning, responding, and recovering from emergencies and events.
    • Principles and practices of budget development and administration.
    • Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned areas of responsibility.
    • Methods and techniques of preparing technical and administrative reports and general business correspondence.
    • Recent and on-going developments, current literature, and sources of information related to the operations of the assigned department and programs.
    • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and Town staff.
    • The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
    • Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
    Ability to:
    • Assist in developing and implementing program goals, objectives, practices, policies, procedures, and work standards.
    • Provide program coordination and leadership for emergency preparedness, response, and recovery programs.
    • Prepare and administer assigned budget; allocate limited resources in a cost-effective manner.
    • Prepare and conduct a variety of training programs, exercises, and drills related to emergency and disaster preparedness.
    • Coordinate services with internal departments, community organizations, and other government agencies.
    • Prepare clear and concise reports, correspondence, policies, procedures, and other written materials.
    • Research, analyze, and evaluate new service delivery methods, procedures, and techniques.
    • Understand, interpret, apply, and ensure compliance with all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed.
    • Effectively represent the department and Town in meetings with governmental agencies, community groups, various business, professional, and regulatory organizations, and in meetings with individuals.
    • Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.
    • Effectively use computer systems, software applications, and modern business equipment to perform a variety of work tasks.
    • Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
    • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
    • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

    EDUCATION AND EXPERIENCE:
    Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
    • Equivalent to a bachelor’s degree from an accredited college or university with coursework in business administration, public administration, or a directly related field and one (1) year of experience planning, training, managing, and executing emergency preparedness activities.

    LICENSES AND CERTIFICATIONS:
    • Possession of an appropriate valid drivers’ license to be maintained throughout employment.
    • Possession of certification through the Standardized Emergency Management System (SEMS), to be maintained throughout employment.
    • Possession of certification through the National Incident Management System (NIMS), to be maintained throughout employment.


    PHYSICAL DEMANDS & WORKING CONDITIONS

    • When working in an office environment, must possess mobility to work in a standard office setting and use standard office equipment, including a computer; this is primarily a sedentary office classification although standing in work areas and walking between work areas may be required; occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information.
    • When working in the field, must possess the mobility to work in changing site conditions; to sit, stand and walk on level, uneven, or slippery surfaces; to reach, twist, turn, kneel, and bend, to climb and descend ladders; and to operate a motor vehicle and visit various Town sites.
    • Vision to read printed materials and a computer screen.
    • Hearing and speech to communicate in person and over the telephone.
    • Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.
    • Ability to lift, carry, push, and pull materials and objects weighing up to 35 pounds.

    WORKING CONDITIONS
    • Office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
    • Field work with exposure to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, chemicals, mechanical and/or electrical hazards, hazardous physical substances and fumes, dust, and air contaminants.
    • Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
    • Position may require occasional weekend and night work in the event of a local emergency.


    TOWN OF TRUCKEE MID MANAGERS ASSOCIATION BENEFITS

    Vacation Leave Accrual:
    • 0-4 Years of Service - 10 days
    • 5-11 Years of Service - 15 days

    • 240 hour cap

    Sick Leave Accrual:
    • 8 hours per month, 1,000 hour cap
