ABOUT THE POSITIONThe Health & Human Services Department at County of Marin is looking to hire a Social Services Unit Supervisor to lead implementation of the Behavioral Health Bridge Housing Program (BHBH) within the division of Homelessness and Coordinated Care, with close collaboration with the division of Behavioral Health and Recovery Services (BHRS).
This a fixed-term position, funded through the California Department of Health Care Services BHBH grant, which will expand Marin’s capacity to provide housing and wraparound services for people experiencing homelessness who have serious behavioral health conditions.
The Social Services Unit Supervisor will coordinate daily program operations, oversee case management services, and ensure compliance with all BHBH grant requirements. This includes supervision of Social Service Worker II staff (one monolingual, one bilingual), and potentially other social service positions within the Division. The Supervisor will serve as the primary liaison to BHRS and community providers, aligning workflows between housing and behavioral health services to ensure participants have seamless access to care and housing supports. Through strong leadership and collaboration, the Social Services Unit Supervisor will ensure that Marin County’s BHBH-funded services meet the immediate housing needs of vulnerable residents while supporting long-term stability and recovery.
Core responsibilities include:
- Supervising, coaching, and evaluating staff, ensuring high-quality case management and responsive services.
- Overseeing caseload distribution, service documentation in the Electronic Health Record (EHR), and the use of participant assistance and landlord incentive funds.
- Carrying a small caseload of the most complex cases requiring advanced judgment and sensitivity.
- Ensuring program compliance with state and federal laws, grant reporting requirements, and internal policies.
- Collecting, analyzing, and reporting program data to meet BHBH grant requirements and inform program improvements.
- Representing the Bridge Program in the community, cultivating partnerships with landlords, housing providers, and service agencies to support housing stability and recovery.
- Supporting program evaluation, continuous quality improvement, and the development of policies and procedures.
- Acting as a liaison and collaborator with BHRS service providers on housing related needs and supports for BHRS clients.
FIXED TERM This is a fixed-term position budgeted through June 30, 2027 . However, there may be opportunities for the hired individual during this time-period to move to a regular, ongoing position as other vacancies or promotional opportunities occur, or the position may be funded and convert to an ongoing position. Fixed-term employment ends when the position’s funding finishes, or the work is completed. Employees in these positions are exempt from the County’s policies regarding lay-off order and reduction-in-force rights.

QUALIFICATIONS Knowlege of:
- Thorough knowledge of casework concepts, skills and the techniques of interviewing.
- Laws, rules and regulations governing the operation of the public social service agencies and the various specialized programs.
- Principles of supervision and training.
- Community organization and the use of public and private community resources.
- Medical and psychiatric terminology.
- For the Public Guardian assignment, knowledge of court proceedings as they relate to the various social services programs, including dependency proceedings and/or conservatorship proceedings.
Ability to:
- Effectively train, plan, assign, supervise, and evaluate the work of staff.
- Develop and maintain effective working relationships with those contacted during performance of duties.
- Participate in program planning and evaluation.
- Interpret rules and regulations to staff, applicants, recipients or others.
- Prepare and present oral and written reports concisely and clearly.
- Provide consultative services to staff members.
- Conduct investigations and represent clients in all matters related to their well-being.
MINIMUM QUALIFICATIONS A master's degree from an accredited college or university with a major in sociology, psychology, social work, social welfare, counseling, mental health, or a closely related field
OR a bachelor's degree with a major in sociology, psychology, social work, social welfare, counseling, mental health, or a closely related field and t wo (2) years of experience directly related to the assignment at a level equivalent to a Marin County Child Welfare Worker II, Social Service Worker II, Eligibility Worker II or Deputy Public Guardian/Conservator/Investigator. Lead experience is highly desirable.
