    THIS IS A CONTINUOUS RECRUITMENT AND CAN CLOSE AT ANYTIME WITHOUT NOTICE

    This recruitment will establish an employment list to fill current and any future vacancies within the County Administrative Office (CAO). The anticipated life of the employment list is six months. If interested in employment for this position for current or future vacancies, please submit an online application for consideration.

    Current vacancy is with the County Administrative Office (CAO) located in Visalia, CA. The anticipated life of the list is six months.
    Work Schedule: M-Thurs: 7:30 am - 5:30 pm; Friday: 8:00 am - 12:00 pm

    Typical Duties

    DUTY SAMPLE
    • Assist administrative staff to ensure the completion and submission of documents necessary for the preparation of the County’s annual budget.
    • Prepare spreadsheets and generate reports related to budget forecasting, budget preparation and budget monitoring activities.
    • Develop word processing document formats and graphics for budget documents.
    • Assist in preparing layout of the budget document and supplemental budget.
    • Create and maintain budget unit files and all budget amendments/activities throughout the year.

    Minimum Qualifications

    Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

    Education :
    • Graduation from an accredited college or university with a bachelor’s degree in business or public administration, accounting, urban planning, economics, or a closely related field.


    Experience :

    • Two (2) years of progressively responsible experience in budget preparation; management of complex and specialized fiscal, accounting, technical, or statistical work; administrative support work; interpretation and application of policies, rules, regulations and procedures including significant use of word processing and spreadsheet programs preferably in a local government setting.


    Knowledge of:
    • Statistical and graphic presentation methods.
    • Business computer applications, including spreadsheets for budgetary and statistical analysis.
    • Correct English usage, including spelling, grammar, punctuation, and vocabulary.
    • Standard office practices and procedures, including business office equipment.
    • Basic budgeting principles and practices.


    Skill/Ability to:
    • Coordinate and monitor the compilation of a large and complex number of budget documents.
    • Identify, define, and re-evaluate information regarding budget matters to departmental managers.
    • Organize and prioritize work effectively to meet critical administrative deadlines.
    • Perform numeric calculations accurately.
    • Research, compile, analyze, and summarize a variety of informational materials.
    • Prepare clear, concise and effective reports and correspondence with recommendations.
    • Independently organize work, setting priorities, meeting critical deadlines, and following up on assignments.
    • Maintain accurate records and files.
    • Establish and maintain effective working relationships with those contacted in the course of the work.
    • Compile and evaluate data.
    • Write and speak clearly and concisely.
    • Operate a personal computer using standard word processing and spreadsheet software in order to produce reports, tables, charts and other materials.
    • Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles, attitudes and behaviors.


    DESIRABLE EMPLOYMENT STANDARDS

    Knowledge of:
    • Preparation and control procedures used in a local governmental budgeting process.
    • Administrative techniques including the principles of organizational, accounting, and budget analysis.
    • Fundamental statistical/comparative analysis techniques and formulae.

    Conditions of Employment:
    • Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.

    Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision, life and long-term disability). This benefit is pro-rated and paid on a pay period basis (24 pay periods).

    Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

    Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

    Paid Holiday Leave : 12 set days and 1 personal holiday.

    Vacation Accrual :
    2 weeks per year (0-3 years of service)
    3 weeks per year (3-7 years of service)
    4 weeks per year (7-11 years of service)
    5 weeks per year (11+ years of service)
    Limit of 300 hours.

    FLSA exempt employees accrue an additional 5 days of vacation per year.

    Sick Leave Accrual : 12 days per year with unlimited accumulation, 60 hours of which may be used toward family sick leave.

    Career Incentive Pay

    Employees who have completed five (5) or more Years of Service with Tulare County and meet the eligibility criteria described in Administrative Regulation – 52, earn additional pay according to the schedule below. Excludes Fire Battalion Chiefs.

    Group Term Life Insurance and AD&D: $30,000; Provided by Standard Insurance Company.

    Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.

    Employees are covered by State Disability Insurance. The premium is paid by the employee.

    Deferred Compensation : A voluntary deferred compensation plan is available.
