Department of Public Health (DPH),
Environmental Health Services Division is recruiting for
Environmental Technicians II who specialize in the interpretation and formulation of procedures for the development process, or perform field surveys of operating facilities to determine compliance with health or waste management codes. Environmental Technicians II interpret laws and regulations for applicants and Environmental Technicians I for processing applications for permits.
Duties may include:
- Research zoning maps, general and community plans, specific plans, overlays, city planning regulations, and the County Development Code to determine requirements and restrictions related to property use.
- Inform developers, contractors, and the public on matters pertaining to land use regulations, building codes, water codes, health codes, plan requirements, easements, setbacks, and plot plans requirements, ensuring transparency and compliance.
- Conduct research on legal descriptions, property ownership, and history using maps, computer databases, and assessor's records.
- Coordinate abatement and legal action processes for permits in violation, ensuring adherence to regulations.
- Compile data on specialized programs or issues, maintain files or create databases, prepare correspondence, informational guides, and reports, revise forms and make recommendations on procedural changes.
- Review and assign complaints to staff as needed, ensuring efficient distribution of tasks.

CONDITIONS OF EMPLOYMENT Physical Requirements: May require lifting items weighing up to twenty (20) pounds, in addition to bending, kneeling, and stooping.
Travel: Travel throughout the County may be required and employees will be required to make provisions for such transportation.
Pre-Employment Process: Prior to appointment, applicants must pass a background investigation which includes verification of employment history and education, fingerprinting, physical exam, and drug screening.

Minimum RequirementsEducation: Fifteen (15) semester (23 quarter) units of completed college coursework in environmental health, biology, chemistry, physics, geology, ecology, human sciences or a closely related field.
U n official t ranscripts of completed college coursework must be attached with the application, if the candidate does not possess a Associate degree (or higher) in one (1) of the qualifying fields of study listed above. -AND-Experience: One (1) year of full-time equivalent experience explaining program related regulations and requirements to the public in an Environmental Health, Code Enforcement, other DPH program/division/section, or other public sector agency program/department setting, with experience in any of the following:
- Processing applications for permits, licenses, certifications, and/or other closely related government regulated documents and/or records.
- Performing surveillance and inspection duties in Environmental Health programs.
- Assisting with food facilities, recreation (public swimming pools), insect and rodent vector control, or land use inspections.
Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.
(Must be attached if applicable.) Desired QualificationsExperience in the use of computer applications (Microsoft Word, Excel and Outlook) is highly desirable.
