POSITION OVERVIEWApplications Accepted From: All Persons InterestedDivision/ Section: Safety, Strategy and Innovation Workdays & Hours: Monday-Friday, 8:00am - 5:00pm (subject to change) PURPOSE OF DIVISION The Safety, Strategy and Innovation division exists to facilitate the communication and alignment of strategic and operational goals for the Houston Airport System. This is accomplished through the creation and maintenance of the Strategic Plan, Safety Management System and various performance management tools. The goal of this division is to foster a focused, safety minded culture supportive of HAS’ objectives, initiatives, mission and vision.
PURPOSE OF POSITION The Staff Analyst (Safety Management System) reports to the Assistant Director of Safety, Strategy and Innovation and supports the Houston Airport System (HAS) by developing, managing, and administering a Federal Aviation Administration (FAA) compliant Safety Management System (SMS). implementing, maintaining, guiding, and educating internal and external personnel on the airport’s SMS, including updating policies and processes, analyzing safety metrics, conducting audits and assessments, safety training, and communication. "
Must be able to pass a criminal background check, obtain and maintain a Federally mandated security clearance where required". The responsibilities of the Staff Analyst position include, but are not limited to: - Responsible for maintaining all aspects of a comprehensive safety program (SMS) at Houston Airport System, in compliance with FAA Part 139.
- Collaborates with the City of Houston Occupational Safety Team, airport operational teams, senior staff, regulatory authorities, and stakeholders such as air carriers (domestic and international), the Federal Aviation Administration (FAA), air traffic control, ground handlers, aircraft fueling companies, fixed-base operators, corporate-based operators, and others with the goal of a proactive approach to ongoing safety improvement.
- Develops policies and procedures in support of the Safety Management System.
- Tracks the implementation of safety recommendations following safety inspections, accidents or other means of hazard or risk identification; ensures corrective actions are enacted and deficiencies are minimized and corrected.
- Facilitates and conducts Safety Risk Assessments (SRA) of construction projects, special events, and operational policy and procedure changes.
- Conducts timely and comprehensive investigations of all accidents and safety incidents and prepares factual reports to appropriate divisions summarizing the circumstances and root causes of the accident or incident and follows up with recommended corrective and preventative action to be taken.
- Assists in monitoring industry safety concerns that may impact the Airport operations.
- Develops and maintains SMS training and any applicable safety training as determined by a training needs analysis.
- Attends and participates in industry meetings and conferences.
- Participates in public speaking and lecturing engagements involving safety issues, including city-wide safety training.
- Performs other duties of a similar nature and level as assigned.
WORKING CONDITIONS The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditions. Requires the ability to make simple gross motor responses within large tolerances.
MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Requires a Bachelor’s degree in Business Administration, Public Administration or a field directly related to the type of work being performed.
Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.
EXPERIENCE REQUIREMENTS Three years of professional administrative, financial, or analytical experience related to the type of work being performed are required.
Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.
PREFERENCES Preferences will be given to applicants with the following: Thorough working knowledge of Safety Management programs and practices, with formal SMS training preferred

Pay Grade 26 SALARY INFORMATION Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
