About the Position As a member of Probation's executive management team, the Director of Research and Innovation consults with the Chief Probation Officer and other senior leaders regarding department policies, goals, and priorities. Once an understanding of department needs has been established, this position organizes, implements, evaluates, and directs department-wide strategic initiatives and performance outcomes. Beyond the direct needs of the department, the Director of Research and Innovation also partners with stakeholders to improve Probation service outcomes and eliminate service disparities. They will guide the work of employees working in the Division of Research and Innovation and employees on the Programming, Planning and Evaluation Team with responsibility for supervising several staff members and one direct report.
What You Bring An exemplary candidate for this position will bring training and experience in scientific research, program evaluation, project management and health/human service program management, as well as experience in the use of qualitative data. They will represent the department with respect, dignity, and empathy, and further, will possess many of the following:
- Training and/or experience in statistics and advanced data analysis, as well as using data to evaluate programs for fidelity and efficacy
- Broad experience/knowledge of best practices/concepts related to community corrections, Community Supervision, Juvenile Institutions, and Court processes pertaining to justice involved individuals
- An understanding of institutional and structural inequities and experience in interrupting and correcting them, and experience leading teams/committees with a framework of diversity/equity/inclusion
- Participation in state or national organizations affiliated with community corrections/probation work
- Experience successfully leading organizational change and creating/implementing programs
- Strong written and verbal communication skills including public speaking, with the ability to adapt styles to various audiences
- The ability to analyze and interpret new legislation in regards to agency operations
- Problem solving, strategic thinking, and time management skills
- An ability to work effectively with diverse backgrounds and knowledge/experience in cultural competency
- The capability to build consensus and influence leaders in following science and best practices
- Proficiency with Microsoft Office applications

A typical way to qualify is:
Four years of progressively responsible experience in juvenile and adult criminal justice policy and/or program development, and/or evaluation of justice, rehabilitation, or human service programs, two years of which is in a supervisory capacity.
AND
Graduation from a four-year college or university with major coursework in planning, economics, statistics, political science, public administration, sociology, psychology, criminology, or closely related field. A Master’s Degree in the above listed subjects is highly desirable.
Additional qualifying experience may be substituted for college education on a year-for-year basis.
License: Possession of a valid driver’s license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position. The position advertised on this announcement does not require possession of a valid California Driver’s License.
Knowledge, Skills, and AbilitiesThorough knowledge of: principles and practices of Probation and probation related policy administration and management; principles of relevant program planning and development; laws, rules and regulations governing probation related policies, programs, and research techniques; principles of program planning, development, implementation, evaluation, and oversight; principles and practices of organization, public administration, budget and personnel management; project management techniques; research methodology and standard statistical methods and procedures as they apply to the use of probation and socio-economic data; and management practices and techniques utilized to build strong collaborative relationships among groups with common and diverse interests.
Considerable knowledge of: issues related to diversity and racial equity analysis; diversity, equity, and inclusiveness research, best practices, and trends, and key concepts; principles and practices of communication, community engagement, and public relations; community resources and agencies; effective interpersonal and group communication techniques; relevant computer software and applications; methods of technology integration with department operations; and the principles and practices of grant preparation and review.

The selection procedure will consist of the following examination:
An Application and Supplemental Questionnaire Appraisal Examination (weight 100%) will be conducted to evaluate each applicant's application and supplemental questionnaire for satisfaction of minimum qualifications (pass/not pass); and for educational coursework, training, experience, knowledge, and abilities which relate to this position. Personally identifiable information (PII) is removed from the standard application fields and applicable attachments. Each applicant will be evaluated based on the following criteria:
- Relevance of work history, related experience, and achieved level of education and/or training as described in the application and responses to the supplemental questions.
- Candidates demonstrating possession of the minimum qualifications will be placed on an employment list in order of most qualified to least qualified based on the achieved score received in the Application and Supplemental Questionnaire Appraisal Examination. Scores may be adjusted based on such factors as the number of candidates, anticipated vacancies, past practice, and natural breaks in the scores achieved by this group of candidates.
Additional Information It is the policy of law enforcement and legal offices and departments, in the County of Sonoma, that candidates complete a thorough background investigation process prior to employment. This policy is imperative to keep the department’s employees and the public safe and to maintain high standards in the law enforcement community. Candidates referred to departments for a selection interview are typically required to sign authorization and release forms enabling such an investigation.
