  • Job Description

    Position Description:
    Duties:
    • Demonstrates regular and predictable attendance.
    • Promotes and maintains positive and effective working relationships and promotes good public relationships as a representative of Licking County Government.
    • Performs residential plan examinations for approval under the applicable building code.
    • Examines building plans, specifications and checks calculations of residential buildings to ensure compliance with currently adopted codes; approves building permit applications prior to permit issuance; assists in determining proper application of building permit fees based on proposed construction.
    • Responds to questions regarding adopted building codes from property owners, developers, contractors, engineers and architects.
    • Researches building code-related questions and issues. Investigates and resolves building code violations and recommends corrective measures as necessary.
    • Interprets and explains building code requirements during plan examination process.
    • Performs residential field inspections as needed to include new buildings, additions to and alterations of existing buildings to ensure compliance with applicable building codes.
    • Prepares and maintains records of plans, plan examinations or inspections used in connection with all building permits in accordance with the adopted Records Retention Schedule and applicable building codes.
    • Assist the Building Code Administrator with developing and monitoring the budget for the Building Code Enforcement Department. Recommends contracts/agreements to the Building Code Administrator.
    • Performs a variety of administrative functions to ensure efficient operation of department; assists the Building Code Administrator with overseeing the day to day operations of the department; formulates/recommends, implements and administers new and revised policies and procedures; prepares various reports of departmental activities in support of the Building Code Administrator.
    • Meets all job safety requirements and all applicable OSHA safety standards that pertain to the essential functions of the position and all agency safety procedures.
    • Remains informed of current developments and procedures pertinent to duties; may be required to attend seminars/training relating to County employment; must attend required seminars/training relating to certification.
    Brief Description:
    Performs residential plan examinations and inspections that assure safe construction of residential buildings. Ensures County Department is in compliance with all state and local laws pertaining to the examination of construction documents under the applicable Building Codes. Identifies areas of improvement and recommends changes to the Building Code Administrator.
    Job Prerequisites:
    Minimum Qualifications:

    Bachelor’s degree in the field of architect, engineering, construction management, or equivalent degree from an accredited college or university; and minimum three (3) years related experience and/or training regarding residential construction; or equivalent combination of education and experience that qualifies for certification through the Ohio Board of Building Standards.

    Additional Qualifications (Agency/Dept. Qualifications):

    Level 2 Residential/Limited Commercial (RLC) Certification (RBO)* Valid Ohio Driver’s License

    *May be acquired after hire and obtained within one (1) year of employment.

    Other Skills and Abilities:

    Possess excellent: Interpersonal Skills and Conflict Resolution Skills. Demonstrates knowledge of the Residential Code of Ohio and related Codes. Ability to operate engineering and analysis software, detect hazards and violations, enforce regulations with firm, tact and impartiality, read and interpret plans and specifications and compare them with construction in progress, meet the state minimum requirements for required certifications and able to be covered under the county fleet vehicle liability insurance policy.
    Compensation:
    Salary: $66,560.00 - $74,880.00
