    The Housing and Community Development (HCD) Department is composed of four Divisions, including Development Services, Planning Services, Permit Center, and Administration. The department provides reasonable and safe development, planning for future needs of the County, and helps protect natural resources.

    The Housing and Community Development Department, Planning Division seeks a Permit Technician I. This is the entry-level class in the Permit Technician series. Employees in this class receive training and assist or perform routine assignments. As knowledge and skills are gained, employees may advance to more independent and responsible duties. The Ideal candidate has a proven track record of providing excellent customer service, demonstrates the ability to learn quickly, and maintains cooperative relationships with co-workers and others through the course of work.

    The Eligible List established by this recruitment process may be used County-wide to fill current and future vacancies on a regular full-time, part-time, or temporary basis.

    This classification is part of a flexible series. Incumbents appointed at the lower level of the career series may be promoted up to the higher level of the career series subject to their meeting the employment standards for the higher class and a recommendation for their promotion by the appointing authority.

    Examples of Duties

    • Greets customers at the public counter and explains a variety of technical information that may include land use and zoning requirements, environmental review procedures, application filing procedures and permit review process.
    • Requests information from customers regarding their projects in order to determine the type of permits and processes required. Assists applicants in completing applications; contacts applicants to obtain necessary factual information needed to process permits.
    • Receives and reviews project applications, including plans and other required documents for accuracy and completeness and basic compliance with submittal requirements. Initializes applications by entering relevant information into the appropriate database.
    • Researches, collects, and records factual property and resource information from a variety of sources including electronic databases.
    • Calculates and/or collects fees and assessments in accordance with applicable County ordinances; issues refunds; and prepares receipts.
    • Issues permits for which processing has been completed.
    • Maintains permit records, logs, and files. Prepares application packages; identifies agencies that need to approve the project and routes packages to agencies for review. Tracks permit applications and plan reviews through the review process; follows up on application packages that are not returned.

    THE SUCCESSFUL CANDIDATE
    Will have a proven track record demonstrating the following knowledge, skills, and abilities:

    Working Knowledge of:
    • Alpha/numeric filing systems.
    • Office operations, including record keeping and general clerical procedures.
    • English usage, spelling, grammar and punctuation.
    • Basic arithmetic.
    • Operation of personal computer and other general office equipment sufficient to complete required administrative duties.
    • Principles and practices of effective customer service.
    Skill and Ability to:
    • Accurately perform basic mathematical calculations.
    • Orally communicate with laypersons on complex, technical issues in a clear and concise manner, deal tactfully and courteously with the public and staff.
    • Follow oral and written instructions and office procedures.
    • Develop and maintain cooperative relationships with co-workers and others contacted through the course of work; respond in a positive manner to supervision and attend and perform duties on a regular and consistent basis.
    • Maintain accurate filing and record keeping systems.
    • Operate a variety of office machines and equipment.


    Examples of Experience/Education/Training

    Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is:

    Experience: Two years of administrative or technical experience which includes six months of experience providing administrative or technical support in an environmental planning, mapping, architectural, building code, civil engineering, real estate, construction or other related agency involving extensive public contact.

    Education: Completion of college level course work in basic mathematical/statistical concepts and land area calculation techniques, basic mapping or drafting techniques, construction management, building trade construction or inspection, environmental studies, land use planning or a closely related field.

    CONDITIONS OF EMPLOYMENT
    The required conditions of employment include, but are not limited to the following:
    • Possess a valid California Class C driver license at the time of appointment and possess and maintain a satisfactory driving record or provide evidence of suitable transportation which is approved by the appointing authority.
    • Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency; travel out of County to attend meetings.
