    Job Description:

    Business Process Consultant

    Purpose:

    Responsible for providing project support to Department Directors and the Department Executive Team. Provides consulting services to process leaders and team leaders. Analyzes, and presents alternatives, makes recommendations and provides assistance for resolving business and technical issues confronting process leaders and team leaders in the areas of planning, performance measurement, change management, and periodic assessment review.

    Duties, Functions and Responsibilities:

    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
    • Leads multiple process improvement teams
    • Develops project work plans, project management and periodic assessment
    • Facilitates the development of stakeholder analysis and communication plans for process improvement teams
    • Identifies, collects, and researches to complete data analysis
    • Makes recommendations to project teams and recommends organizational change utilizing appropriate talent
    • Advises process leaders and team leaders in defining/identifying key measurers and setting performance targets
    • Develops and improves models and methodologies for the department
    • Reviews and critiques the work of functional team staff
    • Communicates project and program information to all levels of the organization


    Responsibilities - Supervisor and/or Leadership Exercised:

    • May provide leadership, work assignments, evaluation, training, and guidance to others.


    Knowledge, Skills, and Abilities:

    Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
    • Knowledge of business strategies, objectives, planning, development and management processes and process improvement
    • Knowledge of performance measures Knowledge of applicable City of Austin, state and federal statutes, ordinances and codes
    • Knowledge of research methodologies, cost/benefit, analysis, statistics and financial models
    • Skill in communication in a variety of formats including: print communication, electronic format, presentations and telephonic
    • Skill in providing internal consulting services
    • Skill in project management methods
    • Skill in negotiation of projects and program initiatives
    • Interpersonal skills to engage all stakeholders and facilitate accurate requirements to capture and manage stakeholders' expectations
    • Ability to look at situations systematically
    • Ability to work independently and with teams
    • Ability to understand, interpret and apply detailed and complex information
    • Ability to manage implementation of recommendations


    Minimum Qualifications:

    • Graduation with a Bachelor's degree from an accredited college or university with major coursework in a field related to the job, plus three (3) years' experience related to the job.


    Licenses and Certifications Required:

    None

    Preferred Qualifications

    • Experience in Data mining and Analytics, including statistical analysis, data modeling and visualization
    • Development and maintenance of dashboards or reporting tools (e.g., Power BI, Qlik, Excel, etc.)
    • Database management and quality assurance practices
    • Experience in project or program management, including workflow coordination, process improvement or process measurement.
    • Experience in technical writing and editing, particularly in reviewing and drafting formal reports, evaluations or training documentation.
    • Experience providing instruction, training or onboarding support to personnel, preferably in a structured or compliance focused environment.
    • Demonstrated ability to translate analytical findings into actionable recommendations for leadership.
    • Familiarity with form-building tools or online data collection systems (e.g., Formsite, Qualtrics, Google forms, etc.)
    • Strong verbal, written, and presentation skills with experience creating clear and engaging visual materials.


    Notes to Candidate:

    The Austin Fire Quality Assurance Team (QAT) supports Austin Fire’s mission by promoting accuracy, accountability and continuous improvement across training and performance programs. Working in collaboration with the Training Academy’s Personnel Management Program, the team ensures the consistency and integrity of cadet and probationary firefighter evaluations, develops training resources for sworn personnel, and advances data-informed process improvements. Through these efforts, QAT helps foster professional, well-trained and high-performing workforce dedicated to serving the Austin community.

    Salary Range: $71,630.00 - $90,980.00

    Days and Hours:

    Monday - Friday.
    8:00 a.m. - 5:00 p.m.
    Hours may vary due to operational needs.

    Telework: This is an in-office position. Telework opportunities may be available on a limited basis following the initial probationary period.

    City Government

    The City of Austin is a progressive, full-service municipal organization operating under the Council-Manager form of government. Austin has a 10-1 council system with an at-large Mayor and Council Members that represent ten districts. The Mayor and Council Members may serve in their respective seats for four years with a maximum of two consecutive terms.
