The JobSan Bernardino County's
Land Use Services Department is recruiting for an experienced
Organizational Program Analyst.* This position will play a key role in
projects and change management, evaluating departmental programs, identifying opportunities for improvement, and developing actionable recommendations to enhance efficiency, productivity, and stakeholder engagement.
Primary duties may include: Program Evaluation and Performance Analysis - Assess, collect, and summarize program performance data and metrics to identify trends and areas for improvement.
- Analyze workflows, policies, and performance data to assess process adherence and develop targeted improvement strategies.
Process Improvement and Operations Effectiveness - Develop and implement strategies and recommendations to improve quality, efficiency, and operational effectiveness based on data-driven findings.
- Support the development, execution, and delivery of business process improvement programs to promote awareness, adoption, and understanding across LUS divisions.
- Maintain thorough documentation regarding project outcomes, operational workflows, and process changes.
Project and Change Management - Manage and track multiple projects, ensuring alignment with departmental goals, timelines, and deliverables.
- Create deliverables for change impact assessments, readiness plans, and communication strategies to promote adoption and minimize resistance.
- Contribute to the design, delivery, and management of stakeholder engagement, change leader activities, and project communications.
- Support the delivery framework, tools, and methods for program/project management, reporting, and performance monitoring.
Strategic and Analytical Support - Provide analytical and project support in areas related to process improvement and organizational analysis.
- Escalate risk areas and key findings to their manager to support informed decision-making.
- Complete special projects and perform other duties as assigned

Minimum RequirementsCandidates must possess BOTH the required experience AND education to qualify.
REQUIRED EXPERIENCE: Two (2) years of full-time equivalent professional level experience in one or more of the following areas: process improvement, policy analysis, project and change management, and organizational analysis. Experience must include conducting data analysis, evaluating performance outcomes, performing research and program evaluations, developing reports and recommendations, coordinating special projects, and presenting synthesized findings to management and stakeholders
REQUIRED EDUCATION: A completed Bachelor's degree from an accredited** college or university in public/business administration, behavioral/social science, human resources, or other relevant field of study.
**Qualifying degrees must be conferred by institutions accredited by an accrediting body recognized by the U.S. Department of Education. Degrees earned outside the United States must be accompanied by an evaluation from a recognized credential evaluation service verifying U.S. equivalency.
Desired QualificationsThe Ideal candidatewill possess strong research and analytical skills with demonstrated ability to communicate effectively both verbally and in writing and possess extensive experience performing complex administrative analysis duties in a public sector environment.
Essential knowledge and skills include:- Knowledge, understanding, and application of principles related to Quality Improvement, Process Improvement, and Performance Reporting.
- Establish and use quality metrics to drive change and deliver measured improvements.
- Skilled in Excel with very strong skills including but not limited to filtering, formulas, creation of charts and graphs, and pivot tables.
- Skilled in planning, coordinating, and executing projects and change initiatives, including stakeholder engagement, risk identification, and performance tracking to ensure successful implementation and adoption.
- Detail oriented, able to organize multiple tasks and priorities, and to effectively manage projects from start to finish.
- Ability to demonstrate flexibility and adaptability based on changing priorities and improvement of processes.
- Ability to exercise balanced judgment in evaluating situations and making decisions, and to handle difficult or confrontational situations in a calm, consistent manner.
- Organized, strong detail orientation, methodological, motivated and demonstrates good follow through.
