    Essential Job Functions

    WHAT DOES SENIOR CONTRACT PROGRAM AUDITOR DO?

    • Supervises a team engaged in the maintenance and evaluation of contracts between the County and provider agencies to ensure proper utilization of funds and provision of services.
    • Supervises the monitoring and evaluating of services provided by agencies under contract with the County or by units within the Department.
    • Provides technical assistance in analyzing federal, state and County regulations and in developing policy and procedures for the contracting agencies.
    • Develops appropriate guidelines, standards, and procedures for the evaluation of existing contracts in terms of quality and quantity of services provided.
    • Assists in the development and interpretation of contract policy for Probation programs, as well as preparation of contracts and request for proposals.
    • Participates in the negotiation of provider contracts.
    • Serves as liaison in contract matters between other County departments, local, state, and federal agencies and other concerned parties, public and private, as needed.


    Requirements

    REQUIREMENTS TO QUALIFY:

    Option I: Two years' experience monitoring health services contracts for compliance *at the level of the County of Los Angeles class of Contract Program Auditor**; -OR-

    Option II: Four years' experience auditing and evaluating hospitals, and related health facilities to assure that appropriate quality of care is provided by private agencies with governmental contracts; -OR-

    Option III: Four years' experience in a responsible staff capacity*** in a public or private health or human service agency, including two years' experience in a general**** or specialized staff capacity***** analyzing and making recommendations relating to the administration of alcohol or drug contract programs.

    LICENSE:
    A valid California C Driver’s License or the ability to utilize alternative methods of transportation when needed to carry out our job-related essential functions.

    Physical Class II - light

    This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    **Experience at the level of Los Angeles County's class of Contract Program Auditor is defined as conducting program evaluation audits of hospitals, day-care centers, health facilities or human services facilities to ensure that contracts provided by private agencies comply with County’s contracts.

    *** Responsible staff capacity is defined as staff experience at the journey-level requiring working knowledge of rules, regulations, and other guidelines relating to program area assigned.

    ****General staff capacity is defined as experience assisting management by performing research and making recommendations on use of personnel, allocation of funds, workload and workload fluctuations, and programs and procedures for accomplishing departmental objectives.

    *****Specialized staff capacity is defined as staff experience requiring specialized knowledge of rules, regulations, and other guidelines relating to completing assignments in the program area assigned. Knowledge is usually attained through extensive, increasingly difficult, and practical experience and training in the subject matter field.

    NO WITHHOLD OR OUT-OF-CLASS EXPERIENCE WILL BE ACCEPTED.

    EXAMINATION CONTENT:

    OUR ASSESSMENT PROCESS:
    This examination will consist of an Evaluation of Training and Experience worth 100% of your total score:
    • Supervising subordinate
    • Data gathering and researching
    • Managing Contract Services
    • Complex audits and reports

    The passing score for the assessment part is 70%.

    ELIGIBILITY AND VACANCY INFORMATION:

    Applicants who passed the assessment(s) are placed on a list in the order of their score group for a period of twelve (12) months. Applications will be processed as they are received and added to the list accordingly. We will use this list to fill vacancies in the Probation Department as they occur.

    No person may compete in this examination more than once every twelve (12) months.

    A thorough background investigation will be conducted prior to appointment. Any false statement or omission of material fact may cause forfeiture of employment rights. Information presented on the employment application, resume, and during the examination process is subject to verification.

    Candidates who are found unsuitable for employment will be removed from the eligible list pursuant to Civil Service Rule 6.04.
